Job Summary

The position is assigned to the Pavement and Materials Technical Service Team (TST) of the Federal Highway Administration (FHWA) Resource Center, within the Office of Technical Services. The selected candidate serves as a technical expert in pavement and pavement materials engineering for asphalt materials and flexible pavements.

Major Duties

Serving as the Civil Engineer (Highway), you will:

  • Assist in deploying the FHWA Mobile Asphalt Technology and Asphalt Binder and Mixture Laboratories work plan and serve as the FHWA Resource Center's national asphalt pavement expert.
  • Serve as a technical expert in leading the implementation of effective guides, policies, and procedures for practical and economical asphalt materials design and rehabilitation of roadway surfaces, with an emphasis on asphalt binder and mixture performance testing.
  • Maintain a broad level of technical knowledge in the entire areas of pavement as well as asphalt technology and materials recycling.
  • Provide technical advice to FHWA Headquarters and Division Offices and to other Federal agencies related to asphalt pavement technology; confer with and advise Division Offices, as well as State and local highway agencies concerning policy, technical guidance, and exchange of technical and program information; encourages research initiatives for the development, testing and evaluation of asphalt mixture and asphalt binder designs and their effects on the performance.
  • Develop work plans and initiatives within specific technical areas assigned that support the office’s key business practices of: Technology Assistance, Technology Deployment, Training, Discipline Support, and Interagency Coordination.
  • Be proactive in planning and leading implementation efforts for new initiatives and promote technological advances/technology deployment. In addition, troubleshooting implementation problems with both internal (FHWA) and external partners is also required as needed.
  • Identify education needs, and develops and conducts training courses, targeted at both internal and external customers.

The ideal candidate for this position is an experienced Civil Engineer with a strong background in multiple areas of pavements and materials including asphalt materials design, asphalt binder and asphalt mixture performance testing, specification development, asphalt construction and rehabilitation, quality assurance and asphalt sustainability. The ideal candidate is self-directed and has demonstrated the ability to develop and deploy emerging technologies in the pavement and materials field. Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements. To qualify on for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience applying engineering theories, concepts, principles, and/or procedures related to design, construction, and/or evaluation of pavement structures and materials as they apply to federal highway projects.

Experience developing and presenting briefings and training as well as preparing highly technical reports and standards. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Pay Range

$88,704.00 - $128,920.00
