Job Summary

You will participate in the coordinating of activities of the Imports, Regulations, and Manuals (IRM) staff ,and specifically, for the Plants for Planting Policy unit, and on cross-functional quality teams designed to meet quality performance objectives.

Major Duties

  • The duties may include, but are not limited to:
  • Works under the IRM Director and is responsible for supervising the Plants for Planting Policy Staff, responsible for total oversight, project planning, and resource management for Quarantine 37
  • Analyzes and evaluates plants for planting import regulatory policies and operations, recommending changes and improvements to increase the efficiency and effectiveness of operations
  • Demonstrates leadership in the creation of new or the revision of existing regulations pertaining to importation of plants
  • Actively engages internal and external stakeholders in the consideration and development of plants for planting regulatory policy
  • Provides leadership and oversight of senior staff specialists to implement program policy and procedures through changes in foreign quarantines
  • Monitors policies and procedures to assure improved business processes are accomplished, and evaluates effectiveness

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. BASIC REQUIREMENT: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Coordinate or facilitate priority setting to allocate resources for projects related to imports of plants or plant products Technical expertise managing agricultural quarantine program operations, principles, regulations, or policies, preferably involving plant pests and diseases Experience proposing risk mitigations or risk management strategies, preferably related to plant pests and diseases, to facilitate safe agricultural trade in line with International Phytosanitary obligations Experience analyzing facts or trends to develop or recommend regulatory or policy requirements; employing alternatives to rule-making or performance standards to make a more adaptable regulatory framework while maintaining consistent policies or records of decision in support of agency actions Note: There is no education substitution for this grade level. TRANSCRIPTS are required. This position requires specific coursework or a degree in a specific field to be basically qualified. This education must have been successfully completed and obtained from an accredited school, college, or university. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$117,191.00 - $152,352.00
