Job Summary
You will be responsible for drafting operational work plans and standard operating procedures, cataloging offshore activities and treatments, trade support, designing and delivering training for inspections, auditing, certifications, and offshore programs, and regulations and policy development.
Major Duties
- The duties may include, but are not limited to:
- Evaluates the level and type of risk mitigations needed to achieve the appropriate level of protection for imported plants and plant products.
- Participates in planning, development, and implementation of plant health policy and programs designed to meet the needs of the Agency offshore programs.
- Performs data collection and analysis of technical, non-technical, and scientific information to recommend protocol development or revision as necessary.
- Helps identify and resolve program management issues related to offshore pest and disease management programs.
- Serves on teams of plant health agriculture and quarantine experts to study and/or respond to new, emerging, and established plant health threats.
- Participates in meetings with and advises U.S. importers and exporters, as well as representatives of foreign governments, trade associations, and growers and shippers.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. BASIC REQUIREMENT: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: ; Experience participating in the planning, development, and implementation of plant health policy and programs. Experience developing guidelines and instructions. Experience gathering technical and non-technical information for analysis to recommend protocol development or revision as necessary. Experience gathering scientific and technical and programmatic information for talking points, briefing papers, correspondence, program updates and reports, regulatory decision-making, and policy recommendations and options. Experience performing preparatory work for meetings and post-meeting issues management. Experience communicating with other foreign, federal, state, and industry stakeholders. Note: There is no education substitution for this grade level. TRANSCRIPTS are required. This position requires specific coursework or a degree in a specific field to be basically qualified. This education must have been successfully completed and obtained from an accredited school, college, or university Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$102,663.00 - $133,465.00
