Job Summary

You will work under the supervision of the Assistant Director, Agricultural Quarantine Inspection (AQI) Program Monitoring; supporting the work of the Treatment Policy Manager; and work with the Quarantine Policy, Analysis, and Support (QPAS) Director, other staff and Program officials in reviewing, editing and implementing risk based agriculture quarantine inspection, phytosanitary treatment and safeguarding policies, and procedures and program objectives.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. BASIC REQUIREMENT: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience contributing to workgroups charged with evaluating highly complex and widely diverse phytosanitary treatment policy and planning issues which normally involve more than one PPQ program area. Experience providing assistance with coordinating and working with other units within PPQ to resolve issues such as treatment validation, evaluation of proposed and new treatments, evaluation of treatment facilities, harmonization of treatments, etc. Experience contributing to written correspondence, which includes status reports, briefing papers, decision memoranda, position papers, and other management documents. Experience contributing to a phytosanitary treatment subject matter expert in planning, supporting, and facilitating the work of teams; identifying problems; and developing, recommending, vetting, and implementing viable risk-based solutions into program goals and action plans Experience with participating in topical or decision-point discussion groups as issues and/or crises arise, to include developing agendas, requesting that program staffs provide input and information, coordinating the preparation of necessary background materials, and monitoring the status of actions adopted as a result of decisions made. Experience in supporting the planning, development and implementation of policy and programs designed to meet the needs of the Agency's plant health program in the areas of phytosanitary treatment, inspection, and/or clearance of imports and conveyances. Note: There is no education substitution for this grade level. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience in leading workgroups charged with evaluating highly complex and widely diverse phytosanitary treatment policy and planning issues which normally involve more than one PPQ program area. Experience with leading and working with other units within PPQ to resolve issues such as treatment validation, evaluation of proposed and new treatments, evaluation of treatment facilities, harmonization of treatments, etc. Experience preparing written correspondence, which includes status reports, briefing papers, decision memoranda, position papers, and other management documents. Pay Range

$86,335.00 - $133,465.00
