Job Summary
You will provide leadership and coordination in managing, developing, and implementing National Agriculture Quarantine Monitoring activities for the Agriculture Quarantine Inspection (AQI) program and for the development and maintenance of PPQ's long-term program goals and objectives for use in results monitoring and budget development consistent with Government Performance and Results Act (GPRA) principles.
Major Duties
- The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
- The duties may include, but are not limited to:
- Provides leadership and coordination for National AQI Monitoring activities by contributing to a PPQ Risk Management system, facilitating national risk policy and strategies.
- Assisting in setting national pathway risk priorities, integrating operation and commodity risk assessments, coordinating regional risk management activities.
- Interacts with appropriate Departmental agencies, universities, not-for-profit organizations and commercial organizations on results monitoring and customer satisfaction of PPQ AQI program.
- Collaborates with various personnel and other staffs in the development of AQI program goals, objectives, budgets, analyses, and strategic plans.
- Prepares analytical reports and written correspondence, which includes status reports, briefing papers, decision memoranda, position papers, and other administrative documents.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. BASIC REQUIREMENT: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience working in the plant health/safeguarding field and/or establishing procedures to prevent the entry of infectious, contagious, or communicable diseases of plants into the U.S. Experience providing expert technical advice and/or assistance in the plant health sciences such as microbiology, agronomy, plant pathology, entomology, or other sciences with the import, export, processing, plant, plant product, shipping and/or other related industries and/or other government agencies Experience analyzing and interpreting scientific information dealing with complex plant health/safeguarding issues that are either directly associated with international trade, or associated with national plant pest/disease programs as they relate to trade issues Experience in preparing and presenting scientific and/or technical reports to communicate with the public, industry, professional groups, and/or government officials at the national or international level to explain, defend, or teach highly technical issues that are subject to controversy Experience managing projects with officials, subject matter specialists, scientists, and persons of equal stature from Federal, State, or foreign government to collaborate within multidisciplinary and cross-cultural team FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience working in the plant health/safeguarding field and/or establishing procedures to prevent the entry of infectious, contagious, or communicable diseases of plants into the U.S. Experience providing expert technical advice and/or assistance in the plant health sciences such as microbiology, agronomy, plant pathology, entomology, or other sciences with the import, export, processing, plant, plant product, shipping and/or other related industries and/or other government agencies Experience analyzing and interpreting scientific information dealing with complex plant health/safeguarding issues that are either directly associated with international trade, or associated with national plant pest/disease programs as they relate to trade issues Experience in establishing and implementing auditing and program review quality control/quality assurance policies and procedures Experience in preparing and presenting scientific and/or technical reports to communicate with the public, industry, professional groups, and/or government officials at the national or international level to explain, defend, or teach highly technical issues that are subject to controversy Experience developing written materials, such as briefings, decision or policy memoranda, or technical guidelines that are subject to external review. Experience managing projects with officials, subject matter specialists, scientists, and persons of equal stature from Federal, State, or foreign government to collaborate within multidisciplinary and cross-cultural team Equivalent combinations of education and experience are qualifying for these grade levels. TRANSCRIPTS are required. This position requires specific coursework or a degree in a specific field to be basically qualified. This education must have been successfully completed and obtained from an accredited school, college, or university Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$102,663.00 - $157,709.00
