Job Summary
This position is located in the Supervisor's Office of the Francis Marion and Sumter National Forests, in Columbia, South Carolina. The position serves as a Staff Officer with primary responsibility for the management and oversight of the Fire, Lands and Planning Staff Area. Major Duties

- Formulates plans, policies, and objectives for the overall Forest.
- Fulfills responsibility of all phases of staff work in long range planning and administration of the total forest land management program.
- Represents the agency in assigned activities.
- Develops and communicates policies, programs, plans, and objectives for the Forest.
- Serves as staff officer with responsibility for overall program direction for several functional activities on the forest.
- Reviews, evaluates, and approves programs, modifications and plans for program areas.
- Monitors program accomplishments, resolves issues and coordinates project integration for programs.
- Supervises multiple staff and establishes and communicates guidelines and performance requirements to employees.
- Performs supervisory duties at least 25% of the time.

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

Combination of education and experience that included Courses equivalent to a major, as shown above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement:
For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as the following: Provided leadership and/or guidance in the management of Fire, Lands, and Planning; Prepared and/or assessed short-range and long-range functional resource and fiscal plans to ensure compliance with land management planning policies and regulations; Assisted in the review and evaluation of the efficiency and effectiveness of the work environment and programs and recommended the revision of programs and procedures to facilitate operations in the face of technical or administrative obstacles; Participated in land management practices that may affect the ecological, social and economic situation of a National Forest and its stakeholders; Worked closely with Forest staff to coordinate and integrate programs and projects to meet resource objectives. For the GS-13: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as the following: Provided leadership and/or guidance in the management of Fire, Lands, and Planning; Prepared and/or assessed short-range and long-range functional resource and fiscal plans to ensure compliance with land management planning policies and regulations; Assisted in the review and evaluation of the efficiency and effectiveness of the work environment and programs and recommended the revision of programs and procedures to facilitate operations in the face of technical or administrative obstacles; Participated in land management practices that may affect the ecological, social and economic situation of a National Forest and its stakeholders; Worked closely with Forest staff to coordinate and integrate programs and projects to meet resource objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
Pay Range
$74,596.00 - $115,313.00
