Job Summary

This position is located in Kaloko-Honokohau National Historical Park, in the Resource Management Division.

Major Duties

This position is a Career-Seasonal position with a Full-Time work schedule. A permanent career-seasonal position includes all the benefits of permanent employment, but does not provide employment on a full year-round basis. As such, selectees will be in a non-pay/non-duty status for at least 2 weeks to 6 months per year based on project requirements or weather conditions. Selectees are guaranteed to work at least 6 months per year but not more than 50 weeks per year, with the work schedule to be determined upon appointment.

Assignments may be performed in rugged lava terrain in dry, hot, humid, sunny climate, working in wetlands and water in waders or boots up to 8 hrs, exposure to pesticides and wild animals, and operating 4wd UTV vehicles and small boats (e.g., kayak, skiff with trolling motor, Hawaiian canoe)
This position is located in the Resource Management Division at Kaloko-Honokohau National Historical Park and is engaged in the monitoring, restoration, and management of a range of Hawaiian coastal ecosystems (dryland forest, coastal strand, wetlands, fishpond, anchialine pool), improving habitat for native plant and wildlife populations including threatened and endangered species, invasive plant and animal control, and protecting park resource values including cultural landscape, and traditional Hawaiian ecological practices. Major duties at the full performance level include, but are not limited to:
  • Lead park Integrated Pest Management Program; lead, participate in, and ensure the safety of field crews engaged in Integrated Pest Management practices for non-native, invasive species management, including the appropriate selection of mechanical, cultural, and chemical methods. Recording and reporting of all pesticide usage, preparation (mixing) and application of pesticide solutions, use of hand and power tools, machinery, and helicopter hauling.
  • Lead and participate in the development and implementation of plans for control and monitoring of non-native (exotic) predators, and that of other invasive animals (e.g., insect, bird, mammal, freshwater fish), to increase trapping efficiencies and control effectiveness using Integrated Pest Management practices.
  • Lead and participate in the collection of field data on status and trends of ecosystem management using global positioning systems (GPS), paper and digital data sheets, digital photography and other tools. Manage spatial data and photos to monitor and report treatment effectiveness using GIS (ArcMap), database, spreadsheet, and word processing software. Assure data collection adheres to quality control standards and standard operating procedures, and manage project data entry, data analyses, and scientific reporting.
  • Lead and participate in the development and implementation of native plant and animal restoration actions, and monitor endangered Hawaiian wildlife and migratory bird species to ensure protection under the Endangered Species Act and Migratory Bird Treaty Act and increase local populations.
  • Conduct project planning and management including preparation of documents relating to safety, and compliance with National Environmental Protection Act, National Historic Preservation Act, Endangered Species Act, Clean Water Act, and other laws, regulations, and policy. Ensure project compliance with environmental regulations. Review and provide comments on relevant environmental review documents.
  • Perform Project Management responsibilities: Plan the use of subordinate workers, equipment, facilities and materials. Establish and track milestones and deadlines, budget, priorities, and work sequences based on general work schedules, methods, and close interdisciplinary coordination with other park program areas. Assign work to individuals and provide technical direction and/or help in accomplishing difficult work steps and processes. Develop and manage cooperative agreements and contracts for projects, serve as Contracting Officers Representative.
  • Coordinate volunteer labor force and regular periodic community workdays, and assist with increasing the public awareness of threats to Hawaii's native ecosystems invasive weeds and control methods through a variety of education efforts.

Qualifications

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). All qualifications must be met by the closing date of this announcement-01/17/2020 - unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, environmental science, or other disciplines closely related to this position. Combination of education and experience--courses equivalent to a major (as based on the requirements of the university or college attended, or if this information cannot be obtained, 24 semester hours or equivalent), as shown above, plus appropriate experience or additional education related to this position. The quality of the combination of education and experience must be sufficient to demonstrate the knowledge, skills, and abilities required for this position, and be comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. NOTE: You must submit copies of your transcripts. **AND** ADDITIONAL Qualification Requirement:

To qualify for this position at the GS-11 grade level, you must additionally posses the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) planning and managing requirements and guidelines that provide long-term protection of natural resources; (2) designing, testing, and implementing scientifically credible inventory, monitoring, mitigation, and protection programs; (3) planning and carrying out management and science programs so that the resource stewardship needs of the park are met in a cost effective, efficient, timely, and professional manner; and (4) ensuring program goals and objectives meet legal requirements and reflect national priorities and policies. You must include hours per week worked.

EDUCATION: Successful completion of 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Successful completion of a combination of education and experience as described above. To determine if you qualify under this combination, first determine your total qualifying experience as a percentage of the specialized experience required; then determine your education as a percentage of the graduate education required (note: only graduate education in excess of the first two years is creditable for this combination); and then add the two percentages. The total percentages must equal at least 100 percent to qualify. NOTE: You must submit copies of your transcripts. $66,002.00 - $85,801.00
