Major Duties
You will:
- Provide expert advice and consultation in environmental science disciplines on matters related to the aquatic environment. Provide technical advice and assistance in developing and/or recommending new risk assessment and risk management approaches to manage ecological risks from surface water contaminants.
- Develop policies, guidance, and recommendations concerning new and emerging aspects of water quality standards. Prepare guidance documents designed to provide advice and assistance for the water quality standards program.
- Represent and serve as a liaison for Office of Water (OW) and Office of Science and Technology (OST) to regions, other government agencies, other EPA offices, the private sector, states, and tribes. Chair and participate on scientific, technical, and policy related workgroups inside and outside of EPA related to water quality criteria and standards.
- Develop oral and written reports and briefings for EPA managers, executives, and policy makers related to the water quality standards program. Develop briefings, reports, and outreach and training materials for distribution within and outside of EPA.
You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

Qualifications
You need a degree or combination of education and experience as described below to qualify for this position.In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as experience providing advice and technical assistance in developing and/or recommending new approaches to management of environmental risks from surface water contaminants; developing policies and/or guidance related to water programs; and interacting with a variety of external stakeholders as a technical expert on issues and policies related to water quality standards.Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of environmental policy and regulation and practices in a biological or ecological field of study.
Ability to collect and analyze information to assist in developing risk assessments and risk management approaches.
Knowledge of surface water contaminants.
Knowledge of water quality standard programs.
Ability to apply standard practices, methods, and techniques to develop technical policies, guidance, and regulations.
Ability to develop networks and build alliances; collaborate across boundaries to build strategic relationships and achieve common goals.
Ability to persuade others to accept recommendations, cooperate, or change their behavior; work with others towards an agreement; and negotiate to find mutually acceptable solutions.
Ability to communicate orally to a variety of audiences.
Ability to communicate clearly and concisely in writing to a variety of audiences. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Pay Range
$102,663.00 - $133,465.00
