Job Summary

The District is located near downtown Jacksonville with easy access to a major interstate highway, flexi-time work schedule with credit hour option, workspace cubicles in a corporate business setting with security, free parking with shuttle bus service, eating facilities within building and nearby, onsite ATMs and gym.

Major Duties

  • Responsible for overall management, control, development, coordination and execution of assigned projects and required products.
  • Requires broad technical environmental regulatory background and a full in-depth understanding of the environmental policies, procedures and regulations.
  • Consults and coordinates activities with internal and external subject matter experts, team members and other stakeholders.
  • Reviews individual project progress, measuring performance and taking necessary corrective actions to maintain agreed upon schedules and funding allocations.
  • Furnishes scientific information, advice and recommendations as to the effects of proposed projects on regulated environmental resources along with management measures to avoid, minimize or mitigate for potential adverse effects.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Please note selection may be made at either the GS-11 or GS-12 grade level. If selected at the GS-11 grade level, the incumbent will be in a developmental position with the option of non-competitive promotion to the GS-12 level, with completion of requirements and at management's discretion. Basic Requirement for Lead Biologist

A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

For the GS-11 - one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: identifying economically efficient infrastructure projects; running complex economic models to estimate coastal storm damages, identify economic benefits from navigational transportation cost savings or estimate damages caused by flooding.

OR

For the GS-12 - one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: demonstrated high degree of knowledge of environmental laws, regulations, and procedures required by various agencies, as well as an extensive knowledge of Florida's fragile ecosystems including resident flora and fauna. Prepares environmental documents for coordination with multiple agencies. Manages environmental analyses for projects. Exhibits experience at conducting environmental studies to prepare required documentation including National Environmental Policy Act (NEPA) documents, Endangered Species Act consultations and other environmental analyses for all phases of the U.S. Army Corps of Engineers Civil Works or Regulatory projects. Pay Range

$64,009.00 - $99,741.00
