The primary purpose of this position is to serve as a cartographer with project management, execution, maintenance, and operations responsibility in assigned project(s) within the Civil Engineer Flight.
Major Duties
- Provides extensive cartographical expertise to support assigned GIS projects through application of professional knowledge and skill in cartographical practices, processes, and techniques.
- Provides support to base GIS users by installation, troubleshooting, and maintenance of base GIS software and specialized hardware.
- Overseas a variety of GIS related programs and Data Steward Programs.
- Performs as GIS subject matter expert for purchase of GIS related materials; order of GIS related software and supplies.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1370, Cartography Series. Click here to view occupational requirements for this position. BASIC REQUIREMENT: A. Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). Note: You must submit a copy of your college transcripts. OR B. Combination of education and experience -- courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes working with cartographic theories, concepts, principles, practices and equipment, including those used in digital analysis and other computer techniques, sufficient to evaluate source material, research, analyze, select, and prepare cartographic materials. Working with specifications and standardized procedures; adapt techniques or equipment; and improve the methods and procedures of map/chart production. Working with new and evolving state-of-the-art technology to affect an improved and cost effective product, to deviate from standard work patterns, adapting or modifying to an exclusive work plan applicable to the nature of the assignment. Working with a wide range of skills in cartography and the skills to modify standard practices and adapt equipment or techniques to solve a variety of cartographic and automated GIS problems. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of concepts, principles, and theories of cartography, land surveying and remote sensing methods and technologies and how they contribute to the development and maintenance ofa functional geographic information system. Knowledge of principles, methods and practices for integrating Geographic Information System (GIS) components sufficient to plan, coordinate and administer GIS computer systems and optimize GIS performance. Knowledge of applicable Geobase processes, applicable regulations, and other guidance to make decisions and recommendations concerning operation and maintenance of the Base digital mapping system, and integration principles and practices into the base system. Knowledge of GIS operating systems, associated devices and the interoperability of systems sufficient to install, upgrade, troubleshoot, test and maintain those systems, to optimize the functionality and performance of systems, and to ensure the availability, integrity, efficiency and reliability of servers. Ability to analyze planning problems, identify and define goals and objectives, organize and coordinate GIS activities at/between several organizational levels. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Pay Range
$62,365.00 - $81,080.00
