Job Summary

This position is located in the Geographic Information Unit of the Office of the Geographer and Global Issues, in the Department of State's Bureau of Intelligence and Research. The Office is responsible for the program of review and analysis of classified, unclassified and open source materials dealing with geographic and cartographic aspects of all international boundaries, toponymy, and sovereignty issues related to U.S. foreign policy.

Major Duties

  • Prepare maps and other visual geography-related products using geographic information systems (GIS) software and digital graphics software.
  • Manage and maintain geographic databases and devises innovative solutions for research and analysis, in support of cartographic production.
  • Support the Geographer in implementing the Department of State's responsibilities to assure that cartographic representation of foreign international boundaries by all Federal agencies conforms to United States foreign policy.
  • Support the Geographer by advising Department officials in the formulation of cartographic policy, including boundary depiction, political sovereignty, and geographic names, and by disseminating established cartographic policies.
  • Engage in the active interchange of cartographic and pertinent geographical information with counterparts in other intelligence and Federal agencies, as well as professional, international and academic organizations.

Qualifications

Applicants MUST meet the required basic entry qualification requirements described below:

BASIC REQUIREMENT:

A. Have an undergraduate or higher level degree from an accredited college or university in cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non- business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).

OR

B. Combination of education and experience--courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, AND related mathematics, as shown above, PLUS appropriate experience or additional education.

IN ADDITION to meeting the basic entry qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-11 level in the Federal service. Qualifying specialized experience must demonstrate the following:

-Experience using geographic information systems (GIS) software programs (i.e. ArcGIS, ArcMAP) and databases in a professional environment to create cartographic products.

-Experience using Adobe Illustrator in a professional environment to create cartographic products.

-Experience using design techniques and informational graphic elements to produce maps and graphic products in a professional environment.

-Experience creating or adapting cartographic products for web based and/or interactive use.

-Experience in international political geography, including treatment of international boundaries and sovereignty of disputed territories. This experience is related to the work of the position and equivalent to at least the GS-12 level in the Federal service. Qualifying specialized experience must demonstrate the following:

-Experience using geographic information systems (GIS) software programs (i.e. ArcGIS) to create cartographic products.

-Experience routinely and independently using Adobe Illustrator in a professional environment to create cartographic products.

-Experience using design techniques and informational graphic elements to produce thematic and choropleth maps and graphic products in a professional environment.

-Experience creating or adapting cartographic products for web based and interactive use.

-Experience in international political and economic geography, including treatment of international boundaries, sovereignty of disputed territories, demographics, transportation and the geography of energy. Pay Range

$86,335.00 - $133,465.00
