The primary purpose of this position is to provide authoritative scientific counsel, technical advice, and guidance to the Air Mobility Command (AMC) Commander and throughout the Command on plans and programs within AMC mission areas and related technological enhancement and opportunities.
Major Duties
As the Chief Scientist, advises on the status of scientific and technical quality of AMC, AF and DoD programs and solutions to AMC mission area needs, engages subject area experts, and conducts efforts leading to technological enhancement of air mobility capabilities. In this capacity, the incumbent will also utilize data science knowledge and expertise to enable the command to extract meaningful information through appropriate tools and methods.
Qualifications
QUALIFICATIONS: Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Your conduct and character must demonstrate suitability for the position for which you are applying. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the Civilian Senior Executive corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations. Experience: Candidate must have three (3) years of specialized experience at the next lower grade (GS-15/GG-15/Pay Band 4/5) or equivalent. Specialized experience must include extensive expertise in the test and evaluation of complex, advanced technology and related equipment. It requires demonstrated technical competence, and a high degree of creativity, keen scientific insight, initiative, and the ability to make independent recommendations, A. MANDATORY TECHNICAL QUALIFICATIONS (TQs): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: 1. Advanced knowledge and expertise in data science approaches, practices, and procedures to provide senior leaders with sound solutions or alternative courses of action relative to recurring problems that confront decision makers. 2. The ability to transition unstructured data into structured data formats, with knowledge of best practices from both government and commercial industry. 3. Ability to act as a liaison and credibly represent Mobility Air Forces in fora with other Service Components, Combatant Commands, federal agencies, industry, and university Science and Technology communities to determine where the Command should be involved and which technological developments can meet critical mission gaps. B. SENIOR PROFESSIONAL QUALIFICATIONS: Applicants should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated. Supplemental statement addressing the following: 1. Contributions: Achievements that impacted the organizations mission and contributed to knowledge and technical advancement. 2. Leadership: Recognized leader in the application of technology practice, as evidence by personal impact to and enhancement of the organization's capability. 3. Professional Stature: Recognized standing as indicated by memberships and activity in professional organizations and/or within the larger DoD/Industry/Academic professional communities. This includes citations, honors, awards, patents, and publications and other forms of recognition, such as requests for professional consultation, which indicate acceptance by peer group as an authoritative source in the field. C. DESIRABLE QUALIFICATIONS: The following will be used to help rate and rank candidates: 1. A PhD in operations research or equivalent academic research credentials is highly desirable. 2. Mix of experience at the following: Center/Base/Installation/Operating Location, Major Commands, Combatant Commands, Service Components, Office of the Secretary of Defense (OSD), Joint Staff, Headquarters Air Force (HAF), and other Federal agency or equivalent academic/industry experience. 3. Completion of Professional Military Education/Senior Development Education and/or equivalent executive development such as Leadership in a Democratic society, Senior Executive Fellows, national security management, Leadership Assessment and Feedback Seminar, Executive Business Management, and/or two equivalent level executives courses from other colleges, universities, or agencies.
Pay Range
$131,239.00 - $190,000.00
