Major Duties
This position serves as a Civil Engineer in a Bureau of Land Management (BLM) district office. The incumbent is responsible for directing and managing the civil engineering program for the district. This includes responsibility for survey, design, construction and maintenance of buildings, structures, recreation facilities, bridges, dams and other facilities; easement reviews; water rights; and for the direction, technical guidance and assistance in design and construction of transportation routes and access roads on BLM administered lands within the district.
The incumbent is responsible for professional design and review of all phases of the district's civil engineering work; is relied upon as an authoritative source for technical information and recommendations; and is responsible for technical adequacy of construction and maintenance projects. The incumbent shall also consider physical security of critical assets and all personnel as impacted by all engineering designs and maintenance operations.
Physical Demands: The work consists of both office and field related work. Field work will require lifting moderately heavy objects under 50 pounds; long periods of standing. walking, or driving over rough, rocky, uneven, and hazardous terrain; crouching or crawling in restricted areas such as confined spaces, culverts, mines, and tunnels; and climbing fences, walls, and ladders.
Work Environment: The field work involves regular and recurring exposure to high risks, discomforts, and unpleasantness such as: high noise levels and hazardous materials; dust and auto exhaust; climbing through confined space areas; high winds and high or low temperatures; adverse weather conditions; flammable liquids; and heights over 100 feet above the ground. The employee must apply a wide range of safety precautions under uncontrolled conditions and must use protective clothing and gear as necessary. Temperatures can fall in extreme ranges. Rain and snow are common in the winter. On-site work includes various types of construction in remote areas. Incidental travel by automobile and/or commercial airlines is required.
Qualifications
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.Basic Requirement: Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration, Written Test, Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A, or Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. For GS-12: One (1) year of specialized experience equivalent to GS-11 in the Federal service. Specialized experience is further defined as: serves as a senior staff specialist performing engineering work in construction & maintenance programs for building, recreation, bridges, major structures, roads, etc.; design & prepare project plans & specifications, establish inspection requirements, develop hazard reduction program, provide engineering expertise & technical guidance on various topics. ** There is no education subsitution at the GS-12 level.You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.64. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.Other Significant Facts: The incumbent must possess and maintain a license as a Professional Engineer (PE) that is accepted and has reciprocity throughout the States, in order to provide designs that safeguard life, health, and property.
Pay Range
$74,596.00 - $96,978.00
