Major Duties

This position serves as a Civil Engineer for the Utah State Office, Division of Support Services. The incumbent is the senior engineer and responsible for all aspects of the Utah facilities maintenance and construction program, including policy development and implementation, budget management, and technical advice and consultation. Major duties include, but are not limited to:

  • Advises and manages the facility construction and maintenance programs, including identification of program needs, objectives, goals, and policies, and ensures effective advocacy and support for their implementation.
  • Monitors compliance with BLM engineering policy and provides manual revisions and policy changes for Utah facility construction and maintenance programs.
  • Coordinates budget planning and programming of Utah facility construction and maintenance activities.
  • Provides consultation to field offices for planning and design on maintenance and construction projects.
  • Conducts training for managers, engineers, and specialists in other disciplines, as appropriate, to acquaint them with engineering and facility management policy affecting their functional areas.

Physical demands:The work requires primarily sitting at a desk or in meetings, but approximately 20% of the work involves travel and strenuous field visits which require walking, bending, and climbing associated with onsite evaluations, investigations, and inspections. Often long hours are involved when in the field.

Work environment:A major portion of the work is usually performed within a typical office environment. Occasional field trips to construction sites could expose incumbent to a variety of weather conditions with temperatures ranging from below freezing to 100 degrees or more (heat, cold, rain, snow, and wind). Terrain will vary from desert sage brush country to steep, mountainous, and forest areas.

Qualifications

Basic education requirement: A) Degree: professional engineering.Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.ORB) Combination of education and experience-- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. In addition to the time-in-grade requirement, basic education and selective placement factor, to qualify at the GS-13 level you must meet the following:Specialized Experience:Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of a Civil Engineer. At this level, experience examples include: serves as a senior staff specialist providing consultation and performing engineering work in construction & maintenance programs for buildings, recreation sites, potable water systems, bridges, major structures, roads, etc.; monitors engineering policy compliance; working within established budget; provide engineering expertise and technical guidance on various topics; and utilize AutoCAD to accomplish engineering work.

Pay Range

$88,704.00 - $115,313.00
