Job Summary
This position is located on the Plumas National Forest in Quincy, CA. The incumbent serves as a civil engineer on a Forest Service unit performing a variety of typical engineering duties. For additional information about the duties of this position contact Francisco Rico at francisco.rico@usda.gov.
Major Duties
- Conduct inspections and evaluation of the conditions of facilities and structures to insure accuracy, existing standards, codes, regulations and requirements, and suitability of final design.
- Assist in the evaluation of facility plans and design objectives including conducting surveys and investigations to establish the necessary data to initiate facility designs.
- Conduct inspections of facilities to ensure they are maintained to the original standard of construction and to ensure the safety of the public.
- Identify issues to recommend changes that solve problems such as unusual foundation conditions caused by faults, rocks susceptible to solution and landslides, water seepage, behavior of materials, need for treatment of uncovered rock.
- Perform all associated duties involved in the contract administration duties for an entire project of limited size or complexity or a minor part of a large project.
- Determine most economical design to meet multiple use needs and construction feasibility.

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise. Additional Experience and Training Provisions for Graduates of Engineering Programs:
a. Superior academic achievement at the baccalaureate level in an engineering program is qualifying for GS-7.
b. A combination of superior academic achievement and 1 year of appropriate professional experience is qualifying at GS-9.
c. Applicants with an engineering bachelor's degree who have appropriate experience as a technician equivalent to grade GS-5 or higher may have such experience credited for grade GS-7 only on a month-for-month basis up to a maximum of 12 months.
d. Successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering is qualifying at GS-7. Completion of such a program and 1 year of appropriate professional experience is qualifying at grade GS-9. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-07: You must have one year specialized experience equivalent to the GS-05 in the Federal service. Specialized experience is defined as some of the following: Assisted with the completion of location surveys for roads, bridges and trails generally after route and control point selection by a higher grade engineer. Assisted with field surveys, topographic maps and specific locations for such items as water distribution systems, wastewater treatment systems, parking areas, campsites, and other minor structures.

1 year of graduate-level education or superior academic achievement. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
OR
An appropriate combination of specialized experience and education. For the GS-09: You must have one year specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as some of the following: Assisted with the conducting preliminary surveys and site investigations to obtain baseline and field data on soils, topography, drainage, existing structures and utilities, and feasible layout of proposed roads, facilities or structures in relation to terrain. Investigated routes and locations for proposed roads and trails using aerial photos and topographic maps. Assisted with the preparation of design criteria for smaller or less complex portions of conventional roads, facilities, utility systems, or structures. Prepared completed road designs involving drainage structures, base and surfacing analysis, and special structures using basic survey data. Made inspections and evaluation of the conditions of facilities and structures to insure accuracy, existing standards, codes, regulations and requirements, and suitability of final design.
OR
A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

$42,053.00 - $51,440.00
