Major Duties

This position serves as one of the Civil Engineers in the Green River District, Canyon Country District or West Desert District. The incumbent is responsible for civil engineering for the District. Major duties include but are not limited to:

  • Responsible for professional design, survey and review of all phases of Bureau civil engineering work within the District.
  • Plans work to be accomplished, identifies resource and training needs, and evaluates project progress and performance.
  • Provide technical expert support to the Field Offices and District staff on all phases of construction and maintenance activities.
  • Serves as the Contracting Officer’s Representative on construction and maintenance contracts; performs duties for the administration of design and construction projects of complex nature.
  • Utilizes CADD (computer aided design and drawing) systems into the accomplishment of civil engineering work including AutoCAD Civil 3D.
  • Responsible for maintaining potable water systems in compliance with the State of Utah, Division of Drinking Water (DDW) and BLM standards.

Physical demands: The position requires good physical condition for review, inspection, and construction of projects, and surveys. The work requires long hikes over rugged terrain, long hours of driving over rough roads, and hauling instruments and other engineering equipment and supplies. The position also requires periods of sitting in the office related to the planning and design of assigned project.

Work environment: Approximately 30 percent of the work is performed in the field under all types of terrain and climatic conditions of the desert with temperatures ranging from over 100 degrees Fahrenheit in the summer to below 0 degrees Fahrenheit in the winter months. Outside work conditions may involve brushy, wet, steep, rocky, and/or rough terrain. Travel in snow, rain, or on muddy roads may create hazardous driving conditions. In addition to weather, field hazards may include snakes, poisonous plants, and insects. Approximately 70 percent of the assignments must be accomplished in the office (i.e. design work, project planning, etc.)

Qualifications

Basic education requirement: A) Degree: professional engineering.Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.ORB) Combination of education and experience-- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.1) Must be a Licensed Professional Engineer.2) Have a valid state driver's license.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to the basic education and selective placement factor, to qualify at the GS-11level you must meet one ofthe following:Specialized Experience:Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of aCivil Engineer.At this level, experience examples include: performing professional engineering work in the coordination and review for survey, design, construction & maintenance of structures, roads, recreation facilities, public water systems,water control structures, storage facilities, range projects, bid draft review, & contract administrative overview. Establishing inspection requirements, schedules & control methods, and hazard reduction programs.OR Education: To qualify based oneducation you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degreewith coursework directly related to Civil Engineering. OR Combination of Graduate Education and Experience: Combinations of successfullycompleted graduate level education and specialized experience may be used to meet the total experience requirements if it has provided theknowledge, skills, and abilities necessary to do the work. When substituting, you cannot use the first 54 semester hours that you earned. In addition to the basic education and selective placement factor, to qualify at the GS-12 level you must meet the following: Specialized Experience:Applicants must possess one (1) full year of specializedexperience at or equivalent to the GS-11 level that equipped you with the particularknowledge, skills, and abilities to successfully perform the duties of a Civil Engineer.Atthis level, experience examples include: serves as a senior staff specialist performingprofessional engineering work in the coordination and review, design, construction & maintenance programsof structures, roads, recreation facilities, public water systems,water control structures, storage facilities, range projects, bid draft review, & contract administrative overview; design & prepareproject plans and specifications; and provide engineering expertise and technicalguidance on various topics; andutilize AutoCAD to accomplish engineering work.
