Job Summary

The selectee for this position will serve as a Civil Engineer in the Capital Improvements (CI) Division of NAVAL FACILITIES ENG COMMAND PAC. A Cost-of-Living Allowance (COLA) of 10.28% will be added to the stated salary.

Major Duties

  • You will perform quality assurance reviews of drawings, specifications, calculations, cost estimates, and studies prepared by architectural and engineering (A/E) firms to ensure compliance with criteria and other applicable codes and standards.
  • You will assist with construction quality assurance by performing required special inspections or required civil/airfield paving observation.
  • You will provide post construction award services including technical responses to Requests for Information (RFI).
  • You will provide expertise regarding airfield pavements, pavement condition index site work and pavement report writing.
  • You will perform design analyses and calculations for civil projects.
  • You will provide technical guidance to A/E firms regarding airfield criteria application and functional requirements.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition to the selective placement factor, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Create airfield design plans, specifications and calculations for airfield facilities including both airfield repairs and new construction;

2) Review and provide guidance or recommendations for airfield construction product submittals including compliant Portland Cement Concrete (PCC) and Hot Mix Asphalt (HMA) mix designs;

3) Develop complex designs and analyses utilizing advanced civil engineering software (i.e. Whole Building Design Guide, PCASE, SpecsIntact and Civil3D); 4) Perform reviews of plans and specifications of airfield and other pavement projects prepared by both In-House engineers and engineers from outside A/E firms; and

5) Provide on-site recommendations and best practice guidance to both Government field teams and construction contractors for both PCC and HMA airfield construction projects. Pay Range

$94,071.00 - $122,296.00
