Major Duties
- Primary responsibilities include the planning, design, alteration, and/or relocations of structures, utilities, roads, airfields, levees, floodwalls, embankments, channel modifications, ecosystem restoration, or site development projects.
- Examples of projects include earth dikes, levees, shore protection, harbors, environmental restoration, retaining walls, flood walls, channel improvements, bridge piers, esplanades, abutments, closure structures, etc.
- Document design decisions and quality control processes in accordance with policies.
- Perform technical and design assignments using CADD and civil engineering design software packages.
- Understand and utilize advanced CADD applications and Digital Terrain Modeling (DTM) features, as well as surveying, civil engineering and drafting standards to complete and/or analyze surveys, design analysis, drawings, and quantity estimates.
- Make field investigations of existing or proposed facilities prior to and after preparation of preliminary plans and/or during the contract-advertising period, and make recommendations for redesign and modification.
- Prepare quantities for use in cost estimates during development of conceptual proposals, planning alternatives, and preliminary designs.
- Review and check contract drawings, quantity estimates and technical provisions of the specifications for conformance with good engineering practice, design requirements and general guidance and instructions.
- Determine possible effect of civil works and/or military requirements on existing utilities, buildings, etc., and the extent of alterations and/or relocations required.
- Meet with engineering and personnel of other Federal, state or local agencies, utility companies, or other private interests to explain the effects of project on their facilities and to discuss proposed relocations or other alternate possibilities.

US Citizens In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. In addition to meeting the Basic Education Requirements listed under the Education section, to qualify for this position you must also meet the qualification requirements listed below: For GS-11:Specialized Experience: One year of specialized experience which includes professional engineering work that involved performing and coordinating design and layout of proposed site development projects to include alignments, calculation of cut and fills, borrow and/or disposal areas, grading, drainage, quantities of earthwork, rights-of-way and construction limits. Performing technical and design assignments using computer-aided design and drafting (CADD) and civil engineering design software packages. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering or Architecture. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For GS-12 Specialized Experience: One year of specialized experience of professional engineering work which included performing and coordinating design and layout of proposed site development for large and/or complex projects. Coordinating the work efforts of and provides guidance and technical direction to team members, technicians and junior engineers. Managing several projects in various stages of design and construction simultaneously. Leading design team effort on projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For GS-12 level, you must meet the qualification requirement using specialized experience alone--no substitution of education for experience is permitted at this level.
Pay Range
$76,721.00 - $99,741.00
