Job Summary
You will serve as a Civil Engineer in the Directorate for Administration, Navy and Marine Corps Public Health Center (NMCPHC), Portsmouth, Virginia.
Major Duties
- You will manage current and proposed facility Military Construction (MLCON), Sustainment, Restoration and Modernization (SRM) Special Projects and programs within the Bureau of Medicine and Surgery (BUMED).
- You will direct planning and execution of construction projects including maintenance of real property, project development, energy, environmental, and hazardous and bio-medical waste to support infrastructure associated with the Navy mission.
- You will provide primary review of special project submissions and documentation from subordinate commands, and consolidate and prioritize annual project submissions to be briefed at BUMED's annual Special Projects Board.
- You will develop and implement policies and methods to employ business planning analysis, achieve mandatory project validation standards and evaluate economic alternatives to determine best economic solutions.
- You will analyze and validate overall project equipment budgets, specific operational concepts, required logistical support, and the required space and equipment program for the design of assigned projects.
- You will develop, justify and monitor Navy facility requirements, projects, and budget estimates.
Qualifications
In addition to the Basic Education Requirements, in order to qualify for this position your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: Experience with engineering concepts, principles, and practices applicable to the design, layout, and construction of facilities in engineering disciplines such as civil, electrical, mechanical and architectural planning. Experience with budgetary and financial methods, practices, procedures, regulations, etc. in order to oversee stable program funding requirements, identify, analyze and evaluate funding programs, and develop proposed solutions to meet program goals and objectives. Experience managing facilities engineering projects for operational healthcare and supporting facilities including maintenance of real property, project development, energy, environmental, and hazardous and bio-medical waste. Experience using NFPA Life Safety Code and other codes as applied to health care facilities and/or other types of occupancies. Experience providing engineering direction and guidance to military and civilian facility managers. Pay Range
$91,671.00 - $119,176.00
