Major Duties
- Duties listed are at the full performance level.
- Prepares and examines engineering evaluations and facility condition surveys in order to establish programs of work across a full range of planning, designing, and construction in the development.
- Plans detailed goals and objectives, timelines, and multi-phases for complex facility projects, and creates solutions and modifications using innovative approaches.
- Prepares formal, and informal correspondence and communication to a diverse, wide range of audiences within and outside the agency, including technical reports and briefing papers, cost estimates, fact sheets
- Makes recommendations into the interdisciplinary planning process for proposals involving engineering projects.
- Prepares documentation related to unique project plans and specifications where standards are inadequate for obtaining the desired end result or outcomes.
- Performs investigations, inspections, engineering reports, reviews, designs, cost estimating, and contract specifications for engineering projects related to construction, maintenance and operation of domestic water supply and treatment facilities.
- Plans specific objectives, milestones, and phases for complex environmental engineering projects, and makes needed innovations and modifications.
- Develops comprehensive cost estimates and statements of work for the contract package to obtain adequate project funding or to facilitate bid evaluation in award of contract projects.
- Leads or participates in regular periodic safety and environmental inspections of all buildings, facilities, shop operations and utility services. Recommends repairs or modifications necessary to address safety and environmental problems or issues.
- Serves as the Contracting Officer?s Representative (COR) on contracts as needed. Performs day-to-day administration of construction contracts to ensure compliance with drawings, specifications, conditions and provisions of the construction contract.

Provide university course descriptions as necessary. Basic Educational Requirement for 0810 (Civil Engineer) Job Series: A. Degree in Engineering. Program must: (1) be from a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience including college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) theoretical and practical understanding of the engineering sciences and techniques and their applications to one of the branches of engineering as demonstrated by one of the following:
Professional registration/licensure - Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.
Written Test - Passed the Fundamentals of Engineering (FE) examination, or a written test required for professional registration by an engineering licensure board.
Specified academic courses - Completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that included the courses specified in the degree requirements.
Related curriculum - Completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, and at least 1 year of professional engineering experience acquired under professional engineering supervision. Specialized Experience Requirement for GS-11: At least one year of specialized experience at the GS-09 level. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To qualify at this level, your experience must include all of the following and be clearly documented in your resume:
--Preparing civil engineering design criteria for projects.
--Planning and conducting engineering projects according to clear and specified objectives such as developing technical data on materials, sizes, dimensions, quantities, and costs of materials to be incorporated in formal specifications.
--Performing reviews to determine the probability of terms for complex or expensive facility projects. OR Applicants must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled); OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.) Professional engineering experience is defined as nonroutine engineering work that required and was characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability. Specialized Experience Requirement for GS-12: At least one year of specialized experience at the GS-11 level. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To qualify at this level, your experience must include all of the following and be clearly documented in your resume: --Performing technical calculations, and identifying the most economical and efficient procedures for facility projects.
--Preparing completed and detailed designs, drawings, and specifications for miscellaneous facilities and structures.
--Providing direction to others in the principles of planning, designing, operation, maintenance, monitoring, and inspection of engineering facilities.
--Evaluating design plans and layouts prepared by others prior to start of construction and recommends corrective action as needed to ensure the safety of all users. GS -12 SCREEN OUT: Note: This position requires a Federal Acquisition Certification (FAC) - Contracting Officer's Representative (COR) Level II certification; which requires 40 hours of training and one (1) year of previous COR experience. To keep this certification, the incumbent must complete 40 continuous learning points (CLPs) every two (2) years. Your certificate must be attached to your application. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

$64,009.00 - $99,741.00
