Job Summary
This position is in the Highway Design Branch of Eastern Federal Lands Highway Division (EFLHD), Federal Highway Administration, Sterling, VA. The Federal Lands Highway(FLH) has the responsibility for administering the nationwide Federal Lands Highways Programs (FLHP), including program planning, project development and construction.
Major Duties
As a Civil Engineer (Highway), you will:
- Develop, issue and maintain the Standard Specifications for the construction of Roads and Bridges on Federal Highway Programs for the use of federal agencies, industry, and foreign countries. Coordinate the republication of the Federal Project Standard Specifications (FP) on a six-year cycle. Resolve technical and policy questions and ensures that the special needs of a variety of cooperating agency programs are given adequate consideration.
- Serve as COR for dedicated technical personnel.
- Collaborate with the FLH Procurement Functional Discipline Leader to coordinate guidance for the application of the Federal Acquisition Regulation (FAR) and Transportation Acquisition Regulation (TAR) for us in the FP. Collaborate with Office of Chief Counsel to ensure the legal sufficiency of the FP.
- Serve as lead coordinator with the FLH Discipline Champions and the FLH Leadership Team in matters relating to FP development. Ensure their awareness on the developmental progress of the FP and needed actions from their teams. Incorporate their feedback into the FP and/or the FP development process.
- Manage specially assigned projects in support of FHWA or FLH emphasis areas within area of functional responsibility.
The ideal candidate is a senior engineer with extensive experience and broad background in the design and construction of roadway and bridge projects, capable of working both independently and within multidisciplinary teams, possessing strong written and verbal communication skills, and possessing advanced knowledge and understanding of construction specifications as applies to Federal Lands Highway projects.
PLEASE NOTE: This is a term appointment NTE 13 months which may be extended up to a total of 4 years without further competition, but does not have eligibility to be converted to a permanent position. This announcement is being advertised under the FHWA’s Remote Work Program. The selectee will work from an approved location outside of an Agency worksite, most often the selectee’s home. The actual duty location will be established after selection for the position, with salary determined by the locality pay for the selectee’s approved worksite location. Qualifications
To meet the minimum qualifications for this position, you must meet the mandatory education qualifications for the grade at which you are requesting consideration.
To qualify for the GS-12, you must have at least one year of specialized experience equal orequivalent to the GS-11 grade level in the following: Experience providing engineering design services, construction support, and technical assistance in the development of highway and bridge improvement projects; AND
Experience interpreting, revising, and writing construction specifications; AND
Experience leading a multi-disciplinary team, meeting deadlines, and ensuring scope and quality. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Pay Range
$86,335.00 - $112,240.00
