Job Summary

The employee is responsible for managing and promoting assigned Federal highway programs within the State or, as a shared resource, in multiple states. Provides engineering stewardship and oversight at various junctures of project and program delivery of Federal aid infrastructure projects within the state (s). This entails working on a broad range of engineering activities in the State associated with the design, construction and maintenance of highways and highway related facilities.

Major Duties

As a Civil Engineer (Highway), you will:

  • Represents the Division Office and FHWA in meetings, telephone contacts, public hearings, field reviews, and visits with State DOT officials and other Federal, State, and local agencies regarding assigned program areas and in assisting in the implementation of leadership initiatives. Communicates and applies Federal laws, regulations, and FHWA policies applicable to Federal aid projects within the State DOT project development process.

  • Monitors highway and other infrastructure improvements to determine if they are constructed to a desired quality and whether Federal aid construction funds are being expended in a manner consistent with applicable Federal laws and regulations.

  • Leads and/or participates in assessments of State programs for effectiveness and compliance. Provides to partners recommendations for performance and operational improvements and guidance on corrective actions.

  • Provide review of projects in accordance with the Division’s risk-based stewardship and oversight plan. This may include review of plans, specifications and estimates (PS&E) for appropriate application of design standards and criteria, conformance with policy and regulations, eligibility for Federal participation, traffic safety features, reasonableness of estimated unit prices, fulfillment of requirements from the transportation planning and NEPA process, and proper standard an special specifications and contract provisions.

  • Participates in and contributes to Division program management activity including of Division office policy, development of stewardship and oversight plans, conducting risk assessments, development of strategic operations and business plans, promotion of the implementation of a performance-based planning and programming process to partner agencies, and identification and tracking of performance measures and the associated reporting processes.

The ideal candidate is a mid-career engineer with experience monitoring State wide Federally funded highway programs or managing the delivery of a program of highway projects from initial scoping through construction support and maintenance; and experience conveying ideas and concepts in meetings and discussions, and in writing.

Qualifications

To meet the minimum qualifications for this position, you must meet the mandatory education qualifications for the grade at which you are requesting consideration.

To qualify for the GS-13, you must have at least one year of specialized experience equal orequivalent to the GS-12 grade level in the following: Experience in transportation project design, development or construction of highway, bridge, or other highway transportation projects (such as those involving socio-economic or environmental considerations, project location, multiple use of highway rights-of-way, high traffic volumes, major intersections, or others); AND

Experience representing the organization with partners and stakeholders to provide advice, consultation, or project oversight. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet all qualification requirements by the closing date of this announcement.

Pay Range

$92,214.00 - $119,882.00
