Job Summary
The position is located in the Federal Highway Administration's Pennsylvania Division Office on the Technical Services Team, and serves under the direction of the Director of Technical Services. The incumbent serves as the safety engineer, serving as point of contact for the State's highway safety improvement program and program safety areas relating to evaluating motor vehicle crash data, highway inventory, and traffic information.
Major Duties
As a Civil Engineer (Highway), you will:
- Provide guidance and direction to the State in implementing the Strategic Highway Safety Plan and Highway Safety Improvement Program. Help identify safety problem areas and recommend safety improvements needed during the highway safety planning and development process to achieve FHWA safety goals and objectives. Coordinate the review of safety performance and targets with National Highway Traffic Safety Administration (NHTSA).
- Evaluate crash and related traffic data to determine safety problem areas. Work with State and local government personnel in finding effective strategies to reduce the number of deaths and injuries that result from traffic crashes.
- Identify driver, bicycle, and pedestrian behavior issues that affect safety. Work with State and local governments and transportation consultants in developing techniques that will lead to changes in behavior and enhance safety to meet safety goals and objectives.
- Evaluate and recommend, or approve as delegated, requests for project authorization, concurrence in the award of contracts, participation in change orders and work orders for extra work, contract claims, and reimbursement to the State and acceptance of projects upon correction of deficiencies and completion of projects.
- Lead teams or participate in oversight activities, such as process reviews, product evaluations, and in-depth inspections of Federal aid programs; advise on problems and deficiencies, prepare reports and analysis, coordinate corrective actions, review and evaluate practices, and share innovative practices, procedures and technologies.
- Consult and/or coordinate with other specialists in the Division, such as Planners, Environmental Specialists, Financial Managers, and Structures Engineers, as needed, to clarify or resolve issues and problems related to safety on projects.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12,it must include: Experience in highway safety and traffic engineering, such as resolving technical issues and problems on highway operations and safety matters related to the design, construction, and maintenance of highway projects, and reviewing plans, specifications and estimates (PS&E) for appropriate application of design standards and criteria, and conformance with policy and regulations, specific to improving safety, relieving congestion, and improving mobility. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Pay Range
$89,455.00 - $116,290.00
