Job Summary
The incumbent serves as a Pavement Engineer in the Pavements Section of the Technical services Branch, Eastern Federal Lands Highway Division (EFLHD), Federal Highway Administration. The EFLHD is responsible for the Federal Lands Highway design and construction program in the eastern half of the United States.
Major Duties
The Civil Engineer, (Highway) (Pavement):
- Serves as a technical specialist providing expertise in using effective pavement management systems (PMS) and process.
- Plans, coordinates, supervises and typically participates in pavement investigations using the EFLHD Subsurface Investigation Team, EFLHD core trailer and/or consultant investigation crews.
- Reviews data, provides analysis, and makes recommendations for pavement system preservation considering preventive maintenance techniques, existing condition, application, treatment timing, limitations and advantages of alternatives, performance expectations, design procedures, and construction practices.
- Analyzes all factors affecting pavement structural design, including existing pavement condition, subgrade support, pavement subsurface drainage, design traffic loads and other pertinent factors to evaluate various rehabilitation/reconstruction alternatives for existing pavements and new construction alternatives for proposed pavements.
The ideal candidate is a technically oriented employee with experience in network level management of pavements theory and practice and capable of applying pavement engineering principles and practices to the design and construction phases of highway projects, including pavement structural design, pavement distress identification, and pavement testing and evaluation. The candidate is interested in a career where they have the opportunity to plan, coordinate, supervise and participate in pavement investigations with the responsibility to manage projects' schedule and budget and recommend the most suitable improvement related to cost and constructibility. The candidate will possess excellent oral and written communication skills.
Qualifications
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.
To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09, it must include: Experience in pavement management concepts, pavement preservation techniques, pavement maintenance, and/or pavement management systems and operating pavement management systems; AND
Experience as an engineer on highway construction projects overseeing a range of assigned activities such as materials testing, quality assurance, and pavement measurements. To qualify for the GS-11 on Education alone, you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

Experience in pavement engineering aspects of transportation projects including subsurface investigation and non-destructive testing, distress identification, structural design that considers subgrade support, subsurface drainage, and traffic loads; AND
Experience providing pavement recommendations for existing and new construction using analysis software to include cost considerations and constructability while also determining the best approach to carry out to completion. You cannot substitute education at this level; you must have experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Pay Range
$72,030.00 - $112,240.00
