Major Duties
Position may be filled at the GS-05, GS-07, GS-09 or GS-11 level. At the full performance GS-11 level, the incumbent serves as a journey level engineer.
At the GS-05, 07, and 09 levels, the duties of this position are developmental in nature, leading to the full performance level of GS-11. The incumbent may be non-competitively promoted to the next level of the position upon meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level. Note: promotion is not automatic.
At the GS-11 level, the incumbent:
-Applies a professional knowledge of civil engineering concepts, theories, principles, and practices applicable to a broad range of engineering duties, with special emphasis on channel modification techniques used in river restoration and water supply project design and implementation.
-Performs analyses and studies to identify the specific features, sizes, areas, quantities, and other criteria or details for the design of civil engineering structures and restoration monitoring and operations.
-Reviews and evaluates work performed by consultants and agencies for technical adequacy and make recommendations on modifications and applicability.
-Maintains up-to-date technical familiarity with the restoration effort and program progress.
-Maintains effective working relationships through regularly scheduled meetings and conferences as well as unplanned contacts.
-Develops and gives presentations on analyses and data to management, agencies, and stakeholders.
-Develops proposals and reviews and provides input on contract bids, contractors' proposals, and other technical matters related to construction or procurement contracts.
-Reviews designs, specifications, workplans, and analyses prepared by contractors for technical adequacy.
-Serves as the Contract Officer's Technical Representative.
Qualifications
Minimum Education Requirement:Applicants must meet the Basic Education Qualification Requirements listed below:A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.ORB. Combination of education and experience - college level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following (see U.S. Office of Personnel Management qualifications standards operating manual for specifics): (1) professional registration; (2) written test (EIT); (3) specified academic courses; (4) related curriculum.
Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.In addition to meeting Basic Education, applicants must have specialized experience or additional education as defined below:GS-05: No specialized experiencerequired.GS-07: One year of specialized experience equivalent in difficulty and complexity to at least theGS-05 level in the Federal service; ORone year of graduate level education (approximately 18 semester units)directly related to the work of the position; ORSuperior Academic Achievement.Superior Academic Achievement: Applicants can qualify for GS-07 on the basis of Superior Academic Achievement in one of three ways: (1) high grade point average, (2) class standing, or (3) member ship in a national scholastic honor society.(1) GPA: GPA 2.95 or above for all courses for the entire curriculum or for courses completed during the final 2 years. As an alternative, the GPA may be 3.45 or higher for courses in the major field of study either all major courses or major courses during the final 2 years.(2) Class Standing: Applicants must rank in the top third of the graduating class in the college, university, or major subdivision.(3) Honor Society Membership: Membership in one of more than 65 nationally recognized scholastic honor societies may qualify.GS-09:One year of specialized experience equivalent in difficulty and complexity to at leastthe GS-07 level in the Federal service; ORtwo years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree directly related to the work of the position.GS-11: One year of specialized experience equivalent in difficulty and complexity to at least theGS-09 level in the Federal service; OR,three years of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree directly related to the work of the position.Definition of Specialized Experience: To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows:GS-07: Performing technical engineering work by applying basic engineering formulas and tabulating factual data; reviewing simple engineering specifications, drawings, technical reports and other documentation for accuracy, consistency or deficiencies; drafting simple engineering drawings, sketches, estimates and other documentation using standard methods, procedures, and factual data. These examples are not all inclusive.GS-09: Applyingdetailed steps and processes in reviewing and adjusting engineering drawings, specifications, costs estimates;developing or analyzing detailed designs, contract drawings or specifications covering the site, size and layout of structures; preparing or analyzing contract specifications (e.g., items of work and units of measurement for payment, site preparation requirements, methods and process of construction and installation of equipment, performance requirements of materials and components, methods, and control of materials). These examples are not all inclusive.GS-11: Planning and carrying out various portions of complex civil engineering projects under general guidance from a higher level engineer;preparing, analyzing, and evaluating project plans, designs, specifications, cost estimates, engineering alternatives,proposals, and related engineering documents.These examples are not all inclusive.
Experience that would not normally be part of an applicant's position may be creditable when documented by satisfactory evidence (e.g., a memorandum from the manager or human resources director, SF-52, or similar documentation).

$38,054.00 - $90,688.00
