Job Summary

You will serve as the EFLHD Traffic Safety Engineer in the Technical Services Branch, Eastern Federal Lands Highway Division (EFLHD), Federal Highway Administration, located in Sterling, Virginia. The Traffic Safety Engineer is responsible for supporting the Federal Lands Highway design and construction programs in the eastern half of the United States.

Major Duties

The Civil Engineer (Transportation), at the full performance level:

  • Provides support in all areas of traffic engineering including, but not limited to, traffic operational analysis, road user characteristics and accommodations, intersection layout/elements, traffic control devices, and traffic engineering studies.
  • Serves as a resource for EFLHD personnel and other partner agencies by providing technical guidance pertaining to traffic engineering issues.
  • Reviews in-house and out-sourced PS&E packages containing traffic operations solutions, traffic signals and traffic control systems. Coordinates with the offices involved in these projects to assure that there is appropriate consideration of road user needs for improved highway operations.
  • Participates with the FLH Transportation Operations Team Leader and other members of EFLHD in performing traffic operations studies, transportation systems planning, intersection and traffic signals design, and other related activities. Participates in the development of traffic data programs and related programs entailing deployment of field equipment.
  • Assists EFLHD Traffic Operations Team by providing support on roadside design practices. Possess a good knowledge of the American Association of State Highway Transportation Officials (AASHTO) Roadside Design Guide principles, the Highway Safety Manual, National Cooperative Highway Research Program (NCHRP) Report 350 and the current Manual for Assessing Safety Hardware (MASH), Manual on Uniform Traffic Control Devices (MUTCD), and other relevant documents.

The ideal candidate will have experience in coordinating, and implementing various safety policies, standards, and practices. The position is for a technically oriented employee who applies safety principles and practices to highway design, roadside design, and construction work zones. The candidate will possess excellent oral and written communication skills. The candidate will work as a positive and proactive member of the FLH Safety Team and shares the workload of FLH-wide safety activities.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration. To qualify on for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09, it must include: Experience in applying professional engineering principles, practices, and techniques of traffic engineering to the design and construction phases of highway projects, such as improving safety hardware, roadway geometric elements, work zone operations, intersection layout/elements, traffic control devices, and traffic operations and engineering studies. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify on for the GS-12 on Experience (in addition to the GS-11, you must have at least one year of experience equal or equivalent to the GS-11, it must include: Experience in leading teams and applying professional engineering principles, practices, and techniques of traffic engineering to the design and construction phases of highway projects, such as improving safety hardware, roadway geometric elements, work zone operations, intersection layout/elements, traffic control devices, and traffic operations and engineering studies.

Experience with the engineering development and/or implementation of products and services in the area of highway traffic operations, traffic monitoring, and Intelligent Transportation Systems (ITS).

Experience with making recommendations and resolving technical engineering issues related to highway planning, environment, design, construction, and/or maintenance functions. You cannot qualify on education at this level, you must have experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Pay Range

$72,030.00 - $112,240.00
