Job Summary

A successful candidate in this position will: Provide technical and administrative support to the President's Council of Advisors for Science and Technology. Provide critical advice and guidance as to how best to prioritize research resources. Provide oversight on research programs in advanced scientific research.

Major Duties

As a GS-0401-14, Deputy Executive Director (Biologist), you will:

  • Serve as the Office of Science liaison to the President’s Council of Advisors on Science and Technology (PCAST) in the office of Science and Technology Policy in the White House.
  • Review funding requests and evaluates contractor, DOE laboratory, and grantee research proposals and performance.
  • Conduct critical and intensive investigative research studies. Assemble essential information on topics of research.
  • Provide technical guidance on proposed research projects and programs of interest to the organization and agency; resolves especially complex and precedent-setting problems which have a significant effect on major programs.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.

To qualify at the GS-14 Grade Level, a qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service.

Specialized experience for this position at the GS-14 is defined as: Overseeing research programs in advanced scientific computing research, basic energy sciences, biological and environmental research, fusion energy sciences, high energy physics, nuclear physics, and workforce development.

Conducting strategic discussions involving present and future science, technology and related public policy concerns.

Communicating orally and in writing with peers and upper management, scientific advisory committees and congressional requests on issues such as national security, international economic competitiveness, energy, global environmental and natural resources, scientific literacy and educational technology.

Evaluating comprehensive studies having a significant role in the formulation and changes to programs and policies.

Formulating conclusions from research findings and contributing to peer reviews and journals. DO NOT write "see resume" in your application! Knowledge of biology, ecology, or other applicable physical science to serve as a technical authority and liaison to the PCAST.

Knowledge of effective communication skills and techniques (to include interpersonal, verbal, written, and listening skills), to efficiently and successfully fulfill the role of primary financial and business management.

Ability to lead a team; to bring together, motivate, and work with diverse groups of employees to resolve issues.

Knowledge of planning program principles, concepts, practices and procedures to resolve problems.

Knowledge of federal funding requirements to determine if funding allocations for assigned areas are justified.

Knowledge of management techniques and skills sufficient to ensure an integrative approach toward interpreting and determining significance of relationships, evaluate and recommend alternatives, conduct studies, determine potential impacts, anticipate and resolve problems. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. Pay Range

$121,316.00 - $157,709.00
