Job Summary

The incumbent serves as the Director of the Earth Science Division (ESD), Science Mission Directorate (SMD), reporting to the Associate Administrator (AA). The incumbent is responsible for the implementation of ESD's annual budget of approximately $1.9 billion.

Major Duties

  • Supports the SMD AA in providing the overall guidance, strategy, focus advocacy, and budget for NASA's Science Program. The Earth Science Division has an annual budget of approximately $1.9 billion.
  • Provides support in determining and presenting the ESD program to NASA senior management, the Office of Management and Budget (OMB) and other Executive Office stakeholders, and Congress.
  • Leads a division of approximately 75 people, including scientists, engineers, and administrative professionals who help plan and manage NASA's Earth Science Program, consistent with and leveraging interagency and international activities.
  • Provides scientific and technical leadership required to guide implementation of relevant activities and flight projects at the NASA Field Centers, other Government research laboratories, academia, and private industry.
  • Ensures an effective and innovative portfolio of research and analysis of Earth observation data and dissemination of results of the studies to the scientific community and general public.
  • Serves as a liaison with the scientific and applications communities through advisory committees and other entities (e.g., National Academies of Sciences).
  • Manages the ESD organization at NASA Headquarters including selection of employees, assignment of duties, evaluation of employee performance, planning of employee training, and recommendation of awards, promotions, discipline, and adverse actions.

Qualifications

To qualify, candidates must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/managerial experience, normally with several years at the GS-15 level or equivalent, which demonstrates clearly the ability to manage people and resources. Demonstrated ability to serve as a strategic leader and collaborator throughout the domestic and international Earth science communities including identifying, establishing, and advancing Earth science priorities.2. Demonstrated experience in successfully leading and managing large and complex science research programs involving multiple governmental and community stakeholders using traditional and non-traditional partnerships.3. Demonstrated experience in executing science spaceflight programs and projects within the framework of financial, schedule, and policy constraints.

Pay Range

$177,801.00 - $183,300.00
