Job Summary

Major Duties

Serves as the technical authority in fire management and air operations in a Bureau of Land Management (BLM) state with a moderately sized fire management program, with some program and operational integration with other agency fire. The operational components include fire suppression, fire preparedness, fire mitigation-education, prevention, hazardous fuels reduction, fire ecology, smoke management, and fuels management. The incumbent must remain abreast of the latest scientific, technological advances in the fire sciences and be ready to apply them to the latest issues, both within the agency and interagency.

Physical Requirements: The work is normally sedentary. The job requires intermittent physical exertion such as walking over rough or rocky terrain while inspecting field operations, but it is not on a sustained or regular basis.

Work Environment: The work is usually performed in an office setting. Occasionally, some exposure to discomfort or risk is encountered on field trips such as extreme heat or cold, exposure to fire situations.

The Fire ManagementOfficer falls under the Group qualification standards for Professional and Scientific positions in conjunction with the Individual Occupational Requirements for the Natural Resources and Biological Sciences standard, Series 0401.

Basic Education Requirements: Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR Combination of education and experience – courses equivalent to a major in biological sciences, agriculture or natural resources management, or at least 24 semester hours in biological sciences, natural resources, wildland fire management, forestry, or agriculture equivalent to a major field of study, plus appropriate experience or additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study in the biological sciences, agriculture, or natural resources.In addition to the Basic Education requirement to be rated as qualified using specialized experience, we must be able to determine that you meet the definition(s) below - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade level of the position to be filled.

Specialized Experience:

For GS-13: One (1)year of specialized experience, equivalent to at least the next lower grade level (GS-12) in the federal service. Examples of specialized experience is further defined as experience reviewing and evaluating fire management plans for ecological soundness and technical adequacy, conducting field inspections before and after prescribed or wildland fires to determine if objectives were achieved and/or evaluate the effectiveness of actions take, and developing analyses on the ecological role of fire and its use and/or exclusion, and smoke management. In addition to fire program management, appropriate experience must have included either prescribed fire/fuels management or fire management operations, including prescribed fire/fuels management; experience in a broad range of activities, such as inventory methods and procedures, fuel treatment methods and programming, land use planning and environmental coordination, evaluating prescribed burn plans or fire management plans to ensure containment is possible and identify contingencies if containment is not obtained, fire management operations, and analyzing and applying fire management strategies, plus experience in at least five of the following activities: Mobilization and dispatch coordination; Fire prevention and education; Training; Logistics; Equipment development and deployment; Fire communication systems; Suppression and preparedness; or Aviation. The above specialized experiences may be evidenced by the following or similar positions: Fire Program Manager; Geographic-level Fire Program Staff Lead; National-level Fire Program Staff Lead; Agency Administrator of a unit having a fire program; or experience as an immediate supervisor of a Unit Fire Program Manager.

Selective Factors:

NWCG qualification Division Supervisor (DIVS) or higher.

Incident Commander Type3 (ICT3) OR Prescribed Burn Boss Type 2 (RXB2) or higher.

NWCG course M-581 “Fire Program Management.”

Must provide a copy of IQCS master record or equivalent documentation.Must have a minimum of 90 days of Wildland firefighting experience gained through containment, control, suppression, or use of wildfire fire. Wildland fire is defined as any non-structure fire that occurs in the Wildland.The two types of Wildland fire are wildfire and prescribed fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Periods of wildland firefighting experience, gained through militia and rural fire departments, can also be credited, as long as the total amount of this experience equates to at least 90 days.

You must meet all qualification requirements within 30 days of the closing date of the announcement.Federal employees in the competitive service are also subject to the Time-In-Grade requirement accordance with 5CFR300.64. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at then next lower grade level in then normal line of progression for the position being filled.

Pay Range

$99,429.00 - $129,261.00
