Job Summary
You will serve as a Program Manager in the Maritime Mission Systems Division of the NAVSURFWARFCTR PANAMA CITY DIVISION.
Major Duties
- You will provide program support for manned underwater mobility systems (wet combat submersibles) as applicable to the Navy's mission.
- You will identify and correct areas of weakness and gaps in engineering processes and practices; and think strategically using knowledge of program strategy and needed capabilities to anticipate future program needs.
- You will lead the technical efforts of a diverse team of engineers, scientists, and/or analysts in project work and accomplishment of sponsor tasking.
- You will execute sponsor tasking in accordance with their expectations and the project management competency lead.
- You will speak authoritatively at all levels of the organization to include Flag Officer and Senior Executive level informing and advising on execution status.
- You will develop written correspondence, plans, and briefs in a succinct, organized manner.
- You will be responsible for the overall program definition, organization, and direction to include design, manufacturing, testing, evaluation, and modification of equipment/systems on large projects.
- You will be responsible for formulating, guiding, and directing the technical approach; and defining and negotiating with activity and agency personnel for the necessary resources.
- You will establish and control technical milestones, schedules, budgets and costs to ensure program success and adapt plans to meet evolving sponsor or programmatic needs.
- You will serve as a recognized authority and expert consultant to a large command and/or at the agency/inter-agency levels on the assigned program/effort.
- You will represent the activity and the command on high level committees and groups with the responsibility and authority to defend the activity?s position, influence resource allocation, and effect major changes to programs and goals.
- You will supervise a small work force and/or serve as the Contracting Officer?s Representative (COR) for one or more contracts.
- You will negotiate fiscal year tasking with NAVSEA Program Management (PMS) Offices and Principle Assistant Program Managers (PAPM) and Assistant Program Managers (APM).
- You will follow NAVSEA Engineering and Technical Authority Policy, follow and help establish Engineering Agent responsibilities and assignments from higher authority.
- You will apply engineering principles and policies across the programmatic lifecycle (e.g. requirements, planning, design, fabrication, integration, testing, production, sustainment and maintenance).
- You will create/author programmatic documents (e.g. proposals, action plans, policy, performance specifications) and/or written explanations of complex information (e.g. test reports, technical documents, or contracts).
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 pay band (GS-12/13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer or scientist providing technical direction in the execution of research, development, or test and evaluation (RDT&E) efforts related to undersea mobility systems (e.g., wet combat submersibles). Pay Range
$88,704.00 - $160,286.00
