Job Summary
This position is that of Environmental Engineer for the Great Plains Area Office of Environmental Health and Engineering, District of Sanitation Facilities Construction, Indian Health Service, located in Sioux City District, Sioux City, Iowa. The purpose of this position is to assist in project development, design, construction, as-built development, and project training of individual and community water supply, wastewater disposal and solid waste disposal facilities.
Major Duties
- Serves as the Project Engineer in the planning, design, and construction of sanitation facilities construction projects on assigned reservations.
- Acts as Contracting Officer's Representative for construction contracts to verify quantities, reporting and record keeping, construction safety, public relations, fiscal project integrity and warranty inspections.
- Responsible for complete scheduling of all phases on sanitation projects including multiple contracts resulting in timely construction of sanitation facilities.
- Performs topographic and alignment surveys and engineering calculations to arrive at detailed designs; prepares operation and maintenance manuals for community facilities; and supervises engineering technicians, draftsmen and summer students.

GS-05: Applicants who meet the above basic requirements qualify for the GS-05 grade level. GS-07: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-05 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Collects and analyzes data for design of new construction. Conducts on-site inspections of routine projects. Utilizes and creates survey data allow for design and construction. Prepares technical specifications, cost estimates, capacity reports, and reviews equipment, and material submittals. Prepares routine designs utilizing computer and drafting software to manipulate field data and integrate with modeling software. Investigates malfunctioning components and make preliminary diagnosis. OR, a Bachelor's degree with Superior Academic Achievement. OR, completed at least one full year of graduate level education in a related field. GS-09: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Provides contact management oversight performing preliminary and final design analyses, quantity estimates, capacity reviews, and cost of construction, equipment, and materials. Investigates malfunctioning water and sewer system components, and makes preliminary diagnosis and estimates cost, manpower, and material necessary to correct malfunctioning systems. Collects and analyzes data for water, sewer or solid waste systems. Independently produces construction drawings and technical specifications. OR, a master's degree. OR, two full years of progressively higher level graduate education leading to a master's degree in a related field. Pay Range
$39,149.00 - $73,005.00
