Job Summary

This position is that of an Environmental Engineer, Division of Sanitation Facilities Construction (DSFC), Indian Health Service, Office of Environmental Health and Engineering (OEHE), located in Minot, ND. This office provides sanitation facilities to Indian families and communities through the authority of the Indian Sanitation Facilities Construction Act - Public Law 86-121.

Major Duties

1. Provides training and technical assistance directly to Tribes related to effective operation and management procedures for sanitation facilities, operator certification, and compliance with Federal Regulations.
2. Investigates malfunctioning water and sewer system components, makes preliminary diagnosis, estimates cost and material necessary to correct malfunctioning system and submits recommendations to local, state, federal and Tribal partners.
3. Responsible for completing required sanitary surveys on a variety of sanitation facilities and providing results to local, state, federal and Tribal partners.
4. Performs all engineering tasks required for the design review and approval of community sanitation facilities including water supply and distribution, sewage collection and treatment, and solid waste collection and disposal.

Qualifications

GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Working with many varied, complex features and involves developing and reviewing the performance of facilities by assisting Tribes in planning, financial capacity, management, staffing, operations, and regulatory compliance related to the overall sustainability of the Tribe's utility organizations. Providing direct Operation and Maintenance services to Tribes and Tribal Utilities by performing Tribal Utility Consultant (TUC) duties focused on assisting tribes with maintaining compliance with the Clean Water Act, Resource Conservation and Recovery Act, and Safe Drinking Water Act. Investigating malfunctioning water and sewer system components, make preliminary diagnosis, estimate costs and material necessary to correct malfunctioning system and submit recommendations. In addition to the minimum qualification requirements, the following certification is determined to be essential to perform the duties and responsibilities of this position. Applicants who do not meet the selective factor are ineligible for further consideration. A registration as a Professional Engineer (P.E.) by any State, the District of Columbia, Guam, or Puerto Rico. You must meet all qualification requirements within 30 days of the closing date of the announcement.

Pay Range

$76,721.00 - $99,741.00
