Major Duties
At the entry level of this position, you will:
- Provide advice and technical assistance on activities and matters relating to the management and implementation of RCRA (Resource Conservation and Recovery Act) Subtitle D programs (nonhazardous solid waste management).
- Coordinate with state and tribal solid waste officials to develop and maintain procedures, policies, and protocols that ensure effective implementation of solid waste management programs throughout the region.
- Perform reviews of solid waste management projects or tasks associated with contracts, Cooperative Assistance Agreements and/or Interagency Agreements (IAs) as necessary to ensure achievement of program goals.
- Work with the Region 4 Landfill Specialty Team (LST) and disaster debris management officials during events of national or regional significance and report issues to management.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or inter-agency agreements.
Qualifications
You need a degree or combination of education and experience as described below to qualify for this position.In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as assisting in the development and implementation of regulations and policies related to solid waste management programs- OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree in the academic discipline as described below.To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined asreviewing and evaluating solid waste permit programs; and providing policy and procedural guidance on matters of solid waste management.
Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: 1)Knowledge of RCRA Subtitle D regulations and applicability; 2)Knowledge of environmental permit program regulations and agency policies; 3)Skill in written communication; 4)Skill in interpreting environmental rules, regulations and policy; 5) Skill in analyzing contract tasks and Cooperative/Interagency Agreements; 6)Knowledge in the field of disaster debris management; 7) Skill in oral communication.

Pay Range
$65,448.00 - $101,983.00
