Job Summary
This position is in Region 10, Office of Regional Administrator, Water Division, Permitting Drinking Water, & Infrastructure Branch, NPDES Permitting Section. About Region 10:EPA Region 10 The location will be determined after a selection has been made for the position; if selected, you must work at one of the locations stated in this announcement. The salary will be commensurate with the location.
Major Duties
You will:
- Prepare or review permits (issuance, reissuance, and modification) for extremely complex or critical treatment, storage and disposal facilities or sources.
- Provide authoritative technical advice and support to state, local or tribal agencies regarding technical and/or scientific criteria and methods; implementation of pollution control requirements; and impacts of pollutants.
- Resolve critical, politically sensitive, and highly complex issues related to permit requirements and defend permits against legal challenges, along with Office of Regional Counsel (ORC).
- Respond to permit inquiries as an agency spokesperson.
Qualifications
You need a degree or combination of education and experience as described below to qualify for this position.In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined aspreparing permits for facilities (issuance, reissuance, and/or modification), where state, local or tribal agencies have not been delegated permit authority; reviewing permits proposed by state, local, or tribal agencies; and resolving issues related to permit requirements.Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of environmental permit regulations and policies.
Knowledge of pollution-control technology or models to develop or review permits which mitigate impacts and ensure protection of the environment.
Skill in identifying and/or resolving pollutant discharge problems.
Skill in written communication.
Knowledge of environmental permit, regulations and policies.
Skill in oral communication. Experience refers to paid and unpaid experience,Ability to prepare permits for facilities and/or review air permits proposed by other permitting agencies. including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Pay Range
$91,231.00 - $129,926.00
