The primary purpose of this position is to is to design, manage and/or implement one or more environmental programs for assigned organizations, and to serve as an advisor on all aspects of the assigned environmental areas

Major Duties

  • The employee plans, develops, organizes, admmisters, evaluates, and coordmates one or more environmental protection programs as assigned
  • Coordinates with higher headquarters staff on controversial program issues as needed; Coordinates with federal and state regulatory agencies on program issues
  • Serves as focal point for assigned programs and issues when environmental regulatory personnel visit and inspect the installation
  • Reviews plans, specifications, and cost estimates developed by others for a new variety of projects for procurement by contract

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, for the GS-0028, Environmental Protection Specialist Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes using the knowledge of concepts, principles, procedures, regulations, laws, and instructions applicable to environmental protection; provides technical and functional assistance to the supervisor in regards to making decisions pertaining to environmental protection; possesses the technical competencies to perform functional position requirements in environmental protection; prepares and/or executes programs, policies, procedures and activities in environmental protection.

OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your college transcripts.

OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience required but more than 2 years of graduate level education with a major or subject area related to the position to be filled. A combination of experience and education. NOTE: You must submit a copy of your college transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of program principles and procedures applicable to a wide range of duties in one or more program/functional areas.

2. Knowledge of laws, regulations, licensing/permit requirements, and precedent decisions governing environmental operations.

3. Knowledge of the policies, organization, operations, work practices, and environmental parameters of regulated industries, agricultural or commercial establishments, Federal agencies, states, or other entities to provide information, evaluate compliance and recommend changes and controls measures.

4. Skill in using data gathering and analysis techniques to collect and review technical information on environmental activities.

5. Ability to prepare and conduct briefings or training programs, lead group conferences, and write reports and letters.

6. Skill in communications with employees, managers, contractors, and others in order to establish effective working relationships and to motivate others to a particular course of action. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$62,451.00 - $81,192.00
