EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
In this position, you will provide environmental and historic preservation guidance, review grants to confirm all necessary documentation is provided, and ensure grants are compliant with environmental and historic preservation laws, regulations, and executive orders. Typical assignments include:
- Providing environmental and historic preservation compliance technical assistance to teammates and partners;
- Coordinating with environmental and historic preservation staff at Joint Field Offices (JFOs) and FEMA Regional Offices on a regular basis to ensure front-loading and identification of compliance issues;
- Ensuring environmental and historic preservation compliance is understood and incorporated as appropriate into grants developed at the Consolidated Resource Center;
- Determining if grants require and are ready for environmental and historic preservation compliance review; identify additional documentation required to ensure environmental and historic preservation compliance;
- Ensuring grants are compliant with environmental and historic preservation laws and executive orders, including but not limited to the National Environmental Act (NEPA), Endangered Species Act (ESA), National Historic Preservation Act, Clean Water Act, Clean Air Act, and Executive Orders 11988 (Floodplains), 11990 (Wetlands), and 12898 (Environmental Justice);
- Educating non-EHP practitioners on environmental and historic preservation compliance laws and best practices.
Promotion Potential: Positions filled under Stafford Act regulations generally do not have documented promotion potential; however, dependent on an employee’s ability to perform higher level duties, the continuing need for an employee to perform work associated with a higher level position, and administrative recommendation and approval, promotions may be earned by CORE employees.

You qualify for this position at the IC-11 level (starting salary $69,761) if you possessthe following: One full year of specialized experience equivalent to the next lower grade (GS-09) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience for this position includes: Reviewing documentation to ensure compliance with applicable environmental and historic preservation laws and regulations; and
Recommending solutions that address environmental or historic preservation concerns; and
Collaborating with stakeholders to address compliance issues. OR
Ph.D. or equivalent doctoral degree
3 full years of progressively higher level graduate education leading to such a degree

OR Combination of education and experience You qualify for this position at the IC-12 level (starting salary $83,615) if you possessthe following: One full year of specialized experience equivalent to the next lower grade (GS-11) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience. Specialized experience for this position includes: Reviewing documentation to ensure compliance with applicable EHP laws and regulations; and
Analyzing technical compliance issues related to environmental and historical preservation; and
Providing technical assistance to stakeholders on environmental and historic preservation laws and regulations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment. $69,761.00 - $108,705.00
