The primary purpose of this position is to serve as the assistant environmental program manager with project operations responsibility in assigned environmental areas within an environmental element.

Major Duties

  • Provide environmental expertise to support a wide variety of environmental concerns and compliance issues through application of knowledge and skill in environmental practices, processes, and techniques.
  • Responsible for electronic database maintenance, ensuring environmental compliance within assigned program(s).
  • Conducts base wide studies, surveys, and physical inspections regarding hazardous waste to verify proper identification, handling, and storage of all hazardous waste.
  • Complies with health, safety, and environmental rules and procedures and performs work enhancing the work environment safety

Qualifications

QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for the GS-0028, Environmental Protection Specialist Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07 or equivalent in other pay systems. Examples of specialized experience includes: 1) Researching technical data for proper identification, labeling, storage, and transportation of hazardous waste. 2) Identifies and prepares hazardous waste(s) for disposal. 3) Develops and implements training for accumulation point management. OR

EDUCATION:

Master's or equivalent graduate degree. 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. LL.B. or J.D., if related. NOTE: You must submit a copy of official transcripts. OR

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of environmental laws, regulations, and policies for full compliance and management of hazardous waste, hazardous materials, or low level radioactive waste products and facilities to include a full range of duties to resolve problems and operations. 2. Knowledge in standard practices, equipment, instruments, materials, supplies, and procedures required for developing practical solutions and methods associates with operation, management, improvement, alteration of existing or construction of new hazardous waste facilities, hazardous waste accumulation points, and hazardous material facilities. 3. Knowledge of safety and industrial health requirements (personal protection equipment) associated with wastewater systems, water quality, hazardous materials, or hazardous waste facilities, equipment, materials, or operations. 4. Ability to compile, report data, analyze and interpret statistical data, interpret laboratory analytical data and to make adjustments to programs affected to maximize environmental compliance. 5. Ability to effectively communicate both verbally and in writing, with a wide variety of personnel, operators, engineers, technicians, regulators, and other work contacts. 6. Skill to operate one or more electric, diesel, gasoline, or LPG forklift trucks with a capacity of less than 10,000 pounds and a lift reach of up to 14 feet to move stack, unstuck, load, and unload materials or wastes in and about warehouses, storage areas, loading docks, and vehicles. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$52,905.00 - $68,777.00
