EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will serve as an Environmental Protection Specialist reporting to the Regional Offices, Region Four, Mitigation Division by managing a workload of environmental policy compliance requirements and projects.

Typical assignments include but are not limited to:

  • Identifying and integrating significant internal and external regulations, policies, procedures, practices, and systems that may affect the entire agency in the establishment, coordination, oversight, and execution of FEMA funded activities' compliance with other Environmental and Historic Preservation laws and executive orders.
  • Administrating, monitoring, and maintaining appropriate records to ensure the projects are in full compliance with all applicable environmental regulations and standards.
  • Supporting the Public Assistance or Individual Assistance Preliminary Disaster Assessments, Initial Operating Facilities, Joint Field Offices, Area Field Offices, Virtual Field Office, and Processing Centers.
  • Providing technical assistance on considerations and legal requirements to senior leadership, program staff, recipients and sub-receipients while serving as Environmental Planning and Historic Preservation Subject Matter Expert.

Promotion Potential: Positions filled under Stafford Act regulations generally do not have documented promotion potential; however, dependent on an employee’s ability to perform higher level duties, the continuing need for an employee to perform work associated with a higher level position, and administrative recommendation and approval, promotions may be earned by CORE employees.

Qualifications

The qualification requirements listed below must be met within 30 days of the closing date of the announcement.

You qualify for this position at the IC-09 level (starting salary $51,440) if you possess one full year of specialized experience equivalent to the next lower grade (IC-07) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of the following specialized experience: Assisting during any phase of one or more environmental or historic preservation programs or projects such as planning, organizing or directing; Applying Federal, State or local laws and regulations to an administrative function such as assisting in reviewing environmental or preservation documentation prepared by contractors; and

Assisting in the conduction of conferences and briefings to technical audiences. ORMaster's or equivalent graduate degree, or

2 full years of progressively higher level graduate education leading to such degree, or

LL.B. or J.D., if relatedORCombination of education and experience

You qualify for this position at the IC-11 level (starting salary $62,236) if you possess one full year of specialized experience equivalent to the next lower grade (IC-09) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of the following specialized experience: Reviewing environmental or historic preservation documentation prepared by contractors, consulting or cooperating Federal agencies or Federal, Tribal or State regulators; Providing technical guidance related to environmental or historic preservation problems, projects, programs, or functions to management officials; and, Developing briefings, presentations and/or reports to deliver to senior management officials. ORPh.D. or equivalent doctoral degree, or

3 full years of progressively higher level graduate education leading to such a degree, or

LL.M., if related ORCombination of education and experience

Pay Range

$52,905.00 - $86,468.00
