EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging condition
In this position, you will be supporting the Regional Offices, Region Two, Regional Environmental Officer, and the Regional Administrator. You will serve as an Environmental Historic Preservation Specialist to assist in the implementation of environmental policy compliance laws. Typical assignments include:
- Performing technical reviews for compliance with the National Historic Preservation Act (NHPA) including Section 106 as delineated in 36 CFR Part 800, Environmental and Historic Preservation (EHP) policies, laws, precedents, and agency regulations.
- Identifying National Register eligibility, making determinations of effect to historic properties, and formulating strategies to resolve adverse effects, based on knowledge of historic preservation and the function and design of historic buildings, landscapes, structures, sites, objects and districts.
- Performing coordination with State Historic Preservation Offices and preparing Section 106 consultation documentation as well as providing solutions to complex issues involving the diverse aspects of historic preservation.
- Synchronizing the NHPA compliance review with the National Environmental Policy Act (NEPA) and the other EHP laws and executive orders, such as the Endangered Species Act (ESA), Clean Water Act (CWA), Clean Air Act (CAA), etc.
Promotion Potential: Positions filled under Stafford Act regulations generally do not have documented promotion potential; however, dependent on an employee’s ability to perform higher level duties, the continuing need for an employee to perform work associated with a higher level position, and administrative recommendation and approval, promotions may be earned by CORE employees.

You qualify for this position at the IC-12 level (starting salary $77,998) if you possessthe following:
One full year of specialized experience equivalent to the next lower grade (IC-11) in the Federal Service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of specialized experience.Specialized experience for this position includes: Applying principals of environmental and/or historic preservation compliance; such as, the National Environmental Protection Act, the Endangered Species Act, the Clean Water Act, and Clean Air Act, or the National Historic Preservation Act; and
Directing environmental or historic preservation programs or leading individual environmental projects; and
Conducting analysis to generate reports and support research findings. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment. $77,998.00 - $101,402.00
