Major Duties

  • Provides oversight and support to Field activities.
  • Identifies and documents environmental compliance status of field activities, HW contractor storage, treatment or disposal facilities, and hazardous property sales customers.
  • Develops quality assurance programs and procedures, and provides training and instruction to lower graded specialist.
  • Briefs top management on inspection results and/or important data trends.
  • Develops new policy and procedures.
  • Maintains liaison with the military services and other federal agencies in the exchange of disposal information, coordination of new programs, and promotion of agency disposal programs.
  • Coordinates existing and proposed State regulations to determine applicability to DLA Disposition Services.
  • Implements and administers an Environmental Management System (EMS) for designated site(s).
  • Directs and oversees contract administration performed by subordinate staff members (contract officer representatives).

Qualifications

To qualify for an Environmental Protection Specialist your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12, applicants must possess one year of specialized experience equivalent to the GS-11 or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Overseeing and evaluating the efficiency of field activities through use of statistical analysis and automated Information systems reports and through quality assurance inspections and reports. Identifying requirements and coordinates the development and implementation of new and revised policies, procedures, plans, and programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Expeditionary Civilian (EC) Position

This is an Expeditionary Civilian (EC) position and the incumbent will be designated as (EE, NCE, etc.). In the event of a crisis situation, the incumbent may be required to deploy via temporary reassignment or be required to stay in place to support contingency operations. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall. Military Reservists selected for an EC position must arrange for a military deployment waiver from the Secretary Service level or transfer to the IRR Standby Reserve prior to appointment to an EC position. The waiver or transfer will remain in effect while assigned to the EC position. This requirement must be met prior to placement in an EC position. Positions identified as EE are subject to deployment to combat support situations. Deployment will be via Temporary Duty (TDY) orders. Deployment may entitle the employee to additional monetary compensation dependent upon the deployment location. Additional allocations are based on the Department of State's determination of a combat zone. The incumbent is subject to repeated deployments. Duration of deployment generally does not exceed six months with a possible dwell time of 12-18 months. The incumbent may be required to deploy as soon as 90 days from their return. The incumbent must sign the Statement of Understanding and Agreement for Expeditionary Civilian (EC) positions indicating at all times to meet and maintain readiness requirements and be fully equipped, trained and qualified to deploy. When not in a deployment status the work performed at your home station is to compliment the operations at the DLA Disposition Services location.

Pay Range

$76,721.00 - $99,741.00
