Job Summary
This position is located in the Safety Division of the Facilities Maintenance Service of the VA Medical Center in Roseburg, OR.
Major Duties
- Acting as the Green Environmental Management Systems (GEMS) program manager;
- Coordinating the efforts of staff involved with the GEMS to ensure that the GEMS are developed and implemented in accordance with VHA and VA medical center policy and guidance;
- Ensuring that the GEMS results in findings and conclusions that lead to continual improvement of environmental programs at the medical center;
- Working on alternate asbestos projects, assisting the Industrial Hygienist in developing facility wide and service specific objectives, targets, and procedures for the program;
- Assisting in the development of facility wide goals and policies;
- Participating in national- level GEMS committees within VHA, as well as liaising with OSHA, EPA, DEQ, VEGA, and other inspectors/surveyors;
- Leading site inspections at hazardous waste disposal, transport, or storage facilities where the problems may not be easily identified or conventional in nature;
- Evaluating work practices, determining compliance with applicable laws and regulations, and developing changes to control or eliminate potential or existing hazards or violations;
- Investigating routine violations of all environmental (including pesticide, DOT, OSHA, EPA and DEQ) laws and preparing abatement actions;
- Gathering and examining evidence of violations, preparing warning letters, complaints, administrative orders, etc., and assembling case files for civil and criminal actions;
- Planning, organizing, implementing, overseeing, and providing technical assistance to achieve and maintain compliance with current federal, state, and local environmental regulations;
- Providing technical reviews for every construction and renovation project and significant maintenance and repair work planned for the facilities;
- Developing actions, modifications, and techniques from the conventional to unique/creative solutions.
- Providing technical expertise for the design, modification, operation and maintenance of facilities and infrastructure to ensure compliance with environmental regulations;
- Leading internal audits of the environmental compliance programs throughout the medical center and investigating, determining the root cause(s), and developing corrective actions and prevention strategies for deficiencies found;
- Performing related duties as required.

Qualifications
MINIMUM QUALIFICATIONS GS-11: One year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level. Specialized experience includes: leading site inspections and developing changes to control or eliminate potential or existing hazards or violations; investigating routine violations of environmental laws; preparing abatement actions; gathering and examining evidence of violations; preparing warning letters, complaints, administrative orders, etc.; and assembling case files for civil and criminal actions. This experience must be detailed in your resume to receive credit. Or a Ph.D., equivalent doctoral degree, 3 years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a related field that provided the knowledge, skills, and abilities necessary to do the work of this position. Transcripts required. Or an equivalent combination of specialized experience and graduate education as described that demonstrates the ability to perform the duties of this position. Pay Range
$64,009.00 - $83,210.00
