The Department of the Interior is devoted to protecting and preserving the natural resources of this great nation, including National Parks, Landmarks, and the well-being of communities, including those of Native American, Alaska Natives and affiliated Islanders.
Major Duties
This position is located within the Department of the Interior, Office of the Secretary, Office of the Assistant Secretary-Policy, Management and Budget (PMB), Office of Environmental Policy and Compliance in Washington, DC. The Office oversees the Department's compliance with environmental statutes, handles crosscutting environmental matters for the Department, and provides environmental and policy advice to the Assistant Secretary PMB and other members of the Secretariat.
At the full performance level(GS-14)the major duties of this position include, but are not limited to the following:
(1) Serves as expert advisor regarding the completeness, accuracy, objectivity, feasibility, and/or legislative soundness on a variety of Departmental environmental proposals (in particular major infrastructure projects) impacting the natural resources, established goals, and objectives of the Department.
(2) Performs quantitative/qualitative analysis, reviewing and recommending revisions and/or proposing approaches or strategies on NEPA processes and/or documents, environmental regulations, policy, guidance, and other environmental review processes and related documents.
(3) Serves as an administrative, analytical and technical expert in the environmental review of projects impacting natural or cultural resources, particularly for major infrastructure projects.
(4) Analyzes, evaluates, and recommends courses of action regarding environmental review of projects and other environmentally related proposals both within the Department and those submitted to the Department from other Federal agencies, State, or local governments, assessing how they affect the Department’s jurisdiction, goals, and objectives within established timetables.
(5) Acquires and analyzes information about environmental issues, clarifies and disseminates Departmental information, provides guidance on natural resources impacts and authorizations from various Federal activities, and recommends the best course of action in the implementation of regulation and policy affecting the Department’s responsibilities, ensuring timetables are met.
(6) Coordinates with management, other technical specialists, officials, and experts to obtain necessary information and develop chains of communication and/or work out solutions regarding complex proposals and projects impacting natural resources under the Department’s control.
(7) Develops recommended Departmental positions and prepares decision memos and briefing information for signature by the Office Director and/or other Secretarial officials. Supports Department in monitoring and meeting performance accountability objectives under FAST-41 and EO 13807.
(8) Reviews project input and ensures the Department meets timetable commitments and speaks with “one voice” by facilitating and mediating between bureaus and other agencies to reach an agreed upon recommendation and elevating issues for resolution when necessary.
(9) Represents the Department on interagency committees, teams, working groups, etc., assigned to develop or further policy initiatives and/or projects of national importance, especially major infrastructure projects.
Performs other duties as assigned.
The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-14: $121316.00 to $157709.00 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
This position requires the incumbent to obtain and retain a Moderate Risk - Public Trust background investigation.
Qualifications
To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized ExperienceTo qualify for theGS-14you must possess at least one full year of specialized experience equivalent to theGS-13level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience thatequipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.Specialized experience is defined as demonstrated experience:
Developing, implementing, and interpreting Federal environmental laws, regulations, policies, and procedures related to the National Environmental Policy Act (NEPA) to review and evaluate complex and sensitive environmental issues, programs, and proposed projects;
Providing policy guidance pertaining to Federal environmental issues and resolving problems of major significance to agency/organization environmental programs;
Collaborating with staff and management on environmental issues and policy development and advising senior level officials on technical and/or policy guidance pertaining to environmental issues, including NEPA, other environmental analysis and review processes, and monitoring and reporting on their implementation; and,
Solving problems that relate to environmental programs and in implementing environmental compliance programs for Federal, State and/or local governments or organizations.
