Major Duties
This position is located within the Department of the Interior, Office of the Secretary, Office of the Assistant Secretary-Policy, Management and Budget (PMB), Office of Environmental Policy and Compliance in Washington, DC. The Office oversees the Department's compliance with environmental statutes, handles crosscutting environmental matters for the Department, and provides environmental and policy advice to the Assistant Secretary PMB and other members of the Secretariat.
At the full performance levelGS-14the major duties of this position include, but are not limited to the following:
- The incumbent is the senior specialist and expert for developing, implementing and monitoring national policy and technical guidance for environmental compliance as regulated under Resource Conservation and Recovery Act (RCRA), Clean Air Act (CAA), Clean Water Act (CWA), Safe Drinking Water Act (SDWA), Solid Waste Disposal Act (SWDA) and Toxic Substance Control Act (TSCA) as well as any Executive Orders regarding environmental management that apply to Federal Land Management Agencies.
- The incumbent serves as the senior contact for the DOI on matters related to environmental compliance, waste management, sustainability, and hazardous materials. Provides expert technical advice to senior leadership in the identification of policy requirements, development, and policy implementation throughout the DOI.
- Maintains liaison and coordinates studies and other tasks as appropriate with other DOI and DOI units; other Executive agencies; Congressional staffs, committee staffs, Office of Management and Budget, the Congressional Budget Office, the General Accounting Office and others; and public interest organizations and other private sector constituency groups.
- The incumbent assembles and coordinates expertise including DOI program offices and others, as required, for strategic or long-range studies and leads or participates in such studies, and on more immediate policy issues and developing program initiatives, including legislative proposals.
- The incumbent provides for implementation of sustainable practices by developing policy and overseeing implementation of environmental and sustainability goals.
The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-14: $121,316.00 to $157,709.00 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
To qualify for this position you must meet theSpecialized Experience for the series to which you are applying.Specialized ExperienceTo qualify for theGS-14,you must possess at least one full year of specialized experience equivalent to theGS-13level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience thatequipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.Specialized experience is defined as demonstrated experience:
Planning, implementing and evaluating the effectiveness of environmental (e.g. hazardous material/waste, air, water, historic, natural, cultural resources) protection programs;
Developing strategies for perpetuating environmental compliance with local, state and Federal environmental rules, regulations and laws; and,
Solving problems that relate to environmental programs and in implementing environmental compliance programs for Federal, State and/or local governments or organizations.
