Job Summary

The incumbent of this position will works collaboratively with and advise the Office of Facility Planning and Development (OFPD) and Engineering Service to ensure that VAPAHCS projects comply with and address all regulatory and compliance needs. Guides and assist the develop of necessary documents required to comply with the Federal, state, local regulatory requirements.

The major duties and responsibilities include, but are not limited to:

  • Implements and manages environmental goals, policy, and procedural documentation.
  • Implement and periodically review (GEMS)-Global Environmental Management Services, requirements in accordance with the principles of ISO 14001, Federal, State and local environmental statutory law, Executive Orders, VA and VHA policies, and this directive.
  • Identify and implement training, policies, operational requirements and engineering controls needed to comply with evolving and dynamic environmental regulatory requirements.
  • Provides guidance to management and Leadership to address environmental findings and ensure that the health care systems programs satisfactorily address environmental compliance, operational controls and procedures related to environmental aspects.
  • Set environmental objectives and targets, based upon the significant environmental aspects, on an annual basis in order to pursue continual improvement of environmental performance. Develop an Environmental Management Plan for each target and significant environmental aspect.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/24/2020. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. The Selective Placement Factor: I have the knowledge that addresses environmental performance in a manner that meets the requirements of Federal, state and local environmental statutes and regulations; applicable Executive Orders and VA and VHA Directives. Minimum Requirement: Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Identify and implement training, policies, operational requirements and engineering controls needed to comply with evolving and dynamic environmental regulatory requirements. Set environmental objectives and targets, based upon the significant environmental aspects, on an annual basis in order to pursue continual improvement of environmental performance. Develop an Environmental Management Plan for each target and significant environmental aspect. Provide guidance, oversight and consultation with management to consult and resolve to address and resolve compliance findings. Monitor environmental compliance through ongoing review of operations and program management as they pertain to Federal, State and local environmental statutes, regulations and other related environmental requirements, Executive Orders, VA and VHA policies. Pay Range

$93,587.00 - $121,668.00
