Job Summary
This position is located in the Office of Planning and Environment, which is in the headquarters of the Federal Transit Administration (FTA) in Washington, D.C. The office is responsible for assuring the agency's compliance with the National Environmental Policy Act (NEPA) and related Federal laws during its execution of the Federal transit program.
Major Duties
As a Environmental Protection Specialist, you will:
- Provide NEPA and NEPA-related guidance and advice on procedural and technical matters to internal and external customers regarding proposed transit projects, performs reviews of complex impact assessments and analyses, and prepares return correspondence on project-related environmental issues directed to FTA headquarters.
- Provide leadership in developing and implementing agency-wide regulations, policies, procedures, and guidelines related to the analysis and mitigation of the environmental and community impacts of proposed transit projects and transportation plans, including assessment of impacts in the following areas: land use, displacement of businesses and residences, noise and vibration, air quality, wetlands and water quality, ecologically sensitive areas and endangered species, historic and archaeological resources, parklands, contaminated soil or property, safety and security, secondary development, and community disruption.
- Prepare environmental guidance documents, website material, and training courses on environmental analysis methods and procedures for transit project development for use across the country.
- Participate in interagency environmental activities and work groups with other DOT Administrations and with other Federal, State, and local agencies to increase efficiencies in the environmental review process while maintaining appropriate environmental protections.
The ideal candidate for this position is a mid-career professional with experience and demonstrated ability to analyze project needs in environmental planning, environmental law, and has knowledge of the environmental review process.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications and/or educationfor the grade at which you are requesting consideration.
To qualify for the GS-11, you must have at least one year of specialized experience equal orequivalent to the GS-09 grade level in the following: Experience with the federal review process as it relates to environmental impacts, protecting the environment, and preparing environmental documents.
Experience with environmental and community impact assessment methods that occur with transportation construction projects. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12, you must have at least one year of specialized experience equal orequivalent to the GS-11 grade level in the following: Experience applying environmental statutes, rules, regulations, and guidelines related to analyzing environmental impacts, protecting the environment, and preparing environmental documents.
Experience reviewing and analyzing assessment methods especially those related to the National Environmental Policy Act and Section 4(f) Requirements for the types of environmental and community impacts that occur with transportation projects, and experience in mitigating those impacts. You cannot qualify on education at this level, you must have experience. To qualify for the GS-13, you must have at least one year of specialized experience equal orequivalent to the GS-12 grade level in the following: Experience withproviding guidanceon Federal statutes, rules, regulations, and guidelines relating to analyzing environmental impacts, protecting the environment, and preparing environmental documents.
Experience conveying technical information to a variety of audiences in meetings, presentations or briefings. You cannot qualify on education at this level, you must have experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Pay Range
$72,030.00 - $133,465.00
