Job Summary

Major Duties

You will:

  • Serve as EPA’s lead and Project Officer for more than one of the primary cooperative agreement holders to manage development, adaptive management and implementation of the Puget Sound Action Agenda and serve as Project Officer for tribal grants.
  • Serve as the Puget Sound program's senior staff for managing and supporting the Puget Sound Federal Task Force (PSFTF) Memorandum of Understanding and five-year Action Plan, and staff/facilitates the PSFTF Regional Implementation Team and related working groups.
  • Serve as the Regional Treaty Rights at Risk senior staff lead.
  • Serve as the Geographic Programs Section lead for communications and engagement strategies for our programs responsible for annual communications planning, supporting public affairs, press, social media, website and related activities to amplify EPA's role in supporting recovery efforts in Puget Sound, Columbia River and Tillamook programs.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

Qualifications

You do not need a degree to qualify for this position.We are looking for at least one year of specialized experience related to this position as described below:To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as experience with complex multi-year grants, experience working in collaborative relationship programs with various groups and industry, and experience communicating creative solutions and recommendations with senior leaders.Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: Knowledge of cooperative agreements.

Ability to identify, develop, and implement innovative environmental management approaches.

Ability to negotiate work plans and to provide timely post-award monitoring and technical assistance to awardees.

Ability to communicate orally to negotiate differences with the goal of identifying and satisfying the interests of all parties.

Ability to provide leadership, policy, and program assistance within your organizational teams and federal, state and tribal partners.

Knowledge of management, administrative, and coordinative procedures, processes, and systems sufficient to provide advisory, reviewing, evaluating, educating and/or training.

Ability to participate in and lead collaborative processes.

Ability to work with tribal governments.

Ability to communicate in writing to prepare and to communicate detailed policy and procedural information to the public. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Pay Range

$96,656.00 - $125,651.00
