Job Summary

The purpose of this position is to serve as an Environmental Protection Specialist located in the Environmental Planning and Analysis (EC) organization of Environment, Fish, and Wildlife (E). The Environmental Compliance Fish and Wildlife (ECF) is responsible for ensuring environmental compliance for EW project actions.

Major Duties

As a Environmental Protection Specialist, you will:

  • Serve as a technical Environmental Protection Specialist responsible for ensuring timely preparation and the adequacy, accuracy, and consistency of environmental analyses and related decision documents, such as Environmental Assessments /Findings of No Significant Impact and Environmental Impact Statements/Records of Decision for complex, novel, and/or controversial agency proposals.

  • Serve as Contracting Officer Representative (COR) for contracts and prepares scopes of work and monitors contracts for compliance.

  • Serve as Project Manager responsible for the overall management, control, coordination, and execution of new policies and procedures and program administration.

  • Provide specialized Environmental Protection technical services and serves as a technical coordinator and/or team member for diverse high level inter and intra organization work teams composed of peer scientific and technical personnel to develop environmental policy and strategy.

  • Regularly identify emerging issues in environmental compliance, and coordinates and consults with appropriate management and legal officials within the agency in identifying proposed responses.

  • Provide guidance on Bonneville’s environmental obligations using sound Government/business practices to ensure conformance with regulatory and contractual requirements for Bonneville’s programs, projects, and activities.

  • Develop, maintain, and use environmental databases accomplishing reporting and planning objectives of the branch.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENT:A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.

GS-11: You must have one year of specialized experience equivalent to the next lower grade (GS-09).Specialized experience for this position is defined as: Experience applying knowledge of established environmental protection regulations to: carry out a variety of environmental protection program activities; and experience monitoring projects for compliance.

You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or a LL.M., if related; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. —OR—

Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first two years of full-time study may be credited). One academic year of graduate education is considered to be the number of credits hours the graduate school has determined to represent one academic year of full-time study. If the graduate school's definition of one year of graduate study is not available, 18 semester hours (or 27 quarter hours) is used. When crediting education that requires specific course work the number of hours of related courses required, as a proportion of the total education, is prorated. GS-12: You must have one year of specialized experience equivalent to the next lower grade (GS-11). Specialized experience for this position is defined as: Experience applying knowledge of a wide-range of environmental protection regulations to: draft National Environmental Policy Act (NEPA) and other environmental regulation analysis documents (e.g., Environmental Assessments, Environmental Impact Statements); and experience managing a variety of environmental projects from inception to completion. There is no substitution of education for experience at the GS-12 level. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Interpersonal Skills - Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with individuals who are difficult, hostile, or distressed; relates well to people from varied backgrounds and different situations; is sensitive to cultural diversity, race, gender, disabilities, and other individual differences. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.You must meet all qualifications and eligibility requirements by the closing date of this announcement.

Pay Range

$66,250.00 - $103,232.00
