Major Duties

  • Assists the Chief of the Environmental Compliance Division with the management and oversight of the functions and responsibilities of the ECD.
  • Uses data and information collected and developed by scientists, engineers, and field personnel to determine supporting elements that result in environmental compliance.
  • The incumbent serves as a Bureau expert and exercises broad perspective in applying a thorough knowledge of the principles, concepts, and practices relating to OCS environmental protection programs as they relate to environmental compliance.
  • Works closely with field personnel, legal advisors, resource managers, and others involved with the ECD.
  • Works collaboratively with other agencies and organizations to develop guidance, procedures, Memoranda of Understanding related to OCS environmental compliance and enforcement activities.
  • Reviews proposed legislation, regulations,and Executive Orders for impact upon the BSEE ECD and makes appropriate recommendations.
  • Leads or participates in task forces. work groups, and other meetings with other agencies, states, lessees, and other interested parties where issues in environmental compliance and enforcement matters require resolution.
  • Independently analyzes information needed to: monitor and evaluate the effectiveness of compliance and enforcement, supports Departmental and Bureau program priorities, and responds to Departmental and Congressional inquiries.

Qualifications

Minimum Qualification Requirements:To qualify for this position you must meet the specialized experience for the series to which you are applying. Specialized ExperienceTo qualify for theGS-14you must possess at least one full year of specialized experience equivalent to theGS-13level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience thatequipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.Specialized experience is defined as demonstrated experience:Specialized experience is defined as: 1) applying comprehensive knowledge of National Environmental Policy Act (NEPA) and other environmental statutes, environmental sciences and related marine and coastal disciplines in order to mitigate impact producing factors; 2) developing and/or recommending policy and procedures that are related to environmental compliance; 3) and implementing or managing a program related to environmental compliance; and 4) experience in the environmental review processes of Federal programs, including the National Environmental Policy Act process, and resolving environmental issues at the Federal, State, and/or regional levelAdditional information on the qualification requirements is outlined in the OPM Qualification Standards Handbook of General Schedule Positions and is available at OPM's website:https://www.opm.gov/qualifications/standards/indexes/num-ndx.aspAll qualification requirements must be met by the closing date of this announcement.Merit Promotion candidates must also meet Time-in-Grade requirements by the closing date of the announcement.

Pay Range

$117,191.00 - $152,352.00
