Major Duties

This position serves as the principal technical advisor for the Bureau in the areas of environmental risk assessment, health and safety of hazardous waste sites for the Division of Resource Services, you will perform the following duties:

  • Serve as principal advisor and expert for the agency in risk assessments for contaminate site response actions.
  • Provide the Bureau with scarce skills in environmental chemistry, site characterization and technical aspects of natural resource injury.
  • Ensure that the Bureau's strategic plan, mission, vision and values relating to environmental risk management are communicated to the team and integrated into the team’s strategies, goals, objectives, work plans, products, and services.
  • Articulate and communicates information to the team concerning actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
  • Assist the team in the selection and application of appropriate problem-solving methods and techniques.
  • Provide advice on work methods, practices and procedures, and assists the team and/or individual members in identifying the parameters of a viable solution.
  • Meet and maintains all requirements of the Health and Safety Program. The duties of the positions require restricted entry onto low and medium risk hazardous waste sites under the following conditions: 1) inspections required under permit, agreement or administrative order; 2) monitoring and oversight of contracts; 3) collection of data or information associated with site evaluations, removal or remedial actions, and environmental monitoring; and 4) other official duties a specifically authorized by the division.
  • Provide training to the Bureau's personnel in site characterization, toxicology, and environmental chemistry.

Specialized Experience: Inaddition to meeting the positive education requirement, your resume must demonstrate one year of specialize experience equivalent in difficulty and complexity to the GS-12 in the Federal Service. Examples:Experience in the areas of project management related to the Abandoned Mine Lands (AML) and Hazardous Materials Management and Response (HMMR) programs in environmental risk assessments for remediation of specific contaminated sites such as: 1) experience in serving as a principle technical advisor; 2) cost management experience; 3) experience in leading a highly technical team directing strategic plan mission and vision relating to contaminated response actions; 4) experience in the development of ecological/biological risk screening levels and risk-based assessments; 5)experiencein the areas of CERCLA, the NCP, RCRA, CWA, TOSCA and other environmental regulations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements within 30 days of the closing date of the announcement.Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

Pay Range

$100,027.00 - $130,039.00
