This Environmental Specialist position is located in Fort Belvoir, VA. Fort Belvoir is approximately 15 miles southwest of Washington, D.C., five miles from Alexandria, VA and next door to the community of Mount Vernon, VA. Major Duties
- Serves as Staff Action Officer responsible for development and implementation of an assigned area of the Fort Belvoir environmental program.
- Ensures installation-wide compliance (to include inspections) with applicable Clean Water Act/Resource Conservation and Recovery Act-I requirements for all HAZMAT/POL storage tanks.
- Implements the applicable regulatory amendments to laws, regulations, and directives under the Clean Water Act , Clean Air Act , Safe Drinking Water Act , Toxic Substances Control Act, Resource Conservation and Recovery Act.
- Implements the applicable regulatory amendments to laws, regulations, and directives under the Superfund Amendment and Reauthorization Act, National Environmental Policy Act , and Federal Insecticide, Fungicide, and Rodenticide Act.
- Conducts detailed reviews of all Military Construction Army (MCA) and Operations Maintenance appropriations (OMA) projects especially as it pertains to Stormwater Management (SWM) and Stormwater Erosion and Sediment Control (ESC).
- Plans and executes the assigned program or develops alternate engineering and environmental management solutions.
- Prepares various scope of work statements for the procurement of services provided by Architect/Engineering (A/E) firms.

Additional information about transcripts is in this document. Basic Requirement for Environmental Specialist: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes managing an environmental program which includes one or more of the following programs: surface water quality, drinking water quality, solid waste, hazardous waste, air quality, noise, sewage disposal, cultural resources, land use planning, resource recycling or conservation, storm water management and construction design review. Providing program management advice regarding one or more of the following: the Clean Water Act (CWA), Clean Air Act (CAA), Safe Drinking Water Act (SDWA), Toxic Substances Control Act (TSCA), Resource Conservation and Recovery Act (RCRA), Superfund Amendment and Reauthorization Act (SARA), National Environmental Policy Act (NEPA), and Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Pay Range
$83,398.00 - $108,422.00
